This dissertation examines the relationship between teacher turnover and the digital transition process in schools included in the Priority Intervention Educational Territories (TEIP) program, focusing on a case study of Escola Básica da Trafaria. The research explores the implementation of the Digital Textbook Pilot Project (PPMD) and seeks to understand how teacher instability, combined with the socioeconomic vulnerabilities of the school community, affects educational equity and learning effectiveness. A mixed-methods approach was used, combining quantitative and qualitative data collection through questionnaires for teachers and students, complemented by document analysis. Findings reveal ambivalent perceptions of the PPMD: while participants recognize the pedagogical potential of digital textbooks to foster student motivation and innovation, significant structural weaknesses persist, such as limited technological resources, unequal digital access, and low parental engagement. Results show that teacher turnover is a major barrier to pedagogical continuity, the consolidation of digital practices, and the sustainability of the project. The study concludes that a successful and equitable digital transition requires teacher stability, continuous digital training, peer collaboration, and active family involvement. Finally, the study offers practical recommendations to mitigate the negative effects of teacher turnover and strengthen the positive impact of digital learning initiatives in socioeconomically vulnerable contexts.
