| dc.description.abstract | O presente estudo centra-se no reforço da postura marítima da Aliança Atlântica e na reestruturação das Standing Naval Forces e o seu impacto para Portugal. Partindo de um raciocínio do tipo indutivo, associado a uma estratégia de investigação qualitativa e a um desenho de pesquisa do tipo estudo de caso, a investigação analisa o ambiente geoestratégico contemporâneo onde operam as Standing Naval Forces que criou a necessidade de uma postura marítima reforçada e identificou as potenciais ameaças aos aliados da NATO no domínio marítimo. Caracteriza, depois, a nova política das forças navais permanentes, no que diz respeito às missões, tarefas, composição, relações de autoridade e comando e controlo. Analisa, finalmente, o impacto para Portugal em múltiplas áreas, que decorre das mudanças na postura marítima da Aliança. As conclusões elencam vários desafios e oportunidades que, se devidamente enfrentados, não só poderiam melhorar a capacidade marítima nacional para fazer face aos desafios da segurança marítima na sua área de responsabilidade e interesse, mas, também, contribuir para o reforço da postura marítima da Aliança. | pt_PT |
| dc.description.abstract | focuses on the strengthening of the Atlantic Alliance´s maritime posture and the restructuring of the Standing Naval Forces, and its impact for Portugal. Starting from an inductive reasoning process, associated with a qualitative research strategy and a case study research design, the investigation analyzes the contemporary geostrategic environment where the Standing Naval Forces operate, which created the need for a reinforced maritime posture and also identifies potential threats to NATO allies in the maritime domain. It then characterizes the new policy of the permanent naval forces, with regards to missions, tasks, composition, authority relationships and command and control. Finally, it analyzes the impact for Portugal in multiple areas that derive from the changes in the maritime posture of the Alliance. The conclusions list several challenges and opportunities that, if properly addressed, could not only improve Portugal’s national maritime capacity to address maritime security challenges in its area of responsibility and interest, but also contribute to the Alliance's goal and effort in strengthening its maritime posture. | pt_PT |
