Abstract(s)
O decisor policial desenvolve a sua atividade num ambiente complexo, incerto e mutável, enfrentando as situações com as mesmas limitações do comum cidadão (informação, processamento e memória), sendo condicionado pela pressão temporal, stress e escrutínio (político, institucional e social) associados ao caráter urgente das decisões que tem de tomar. A premência da decisão leva o decisor policial, tal como todos os outros, a recorrer a estratégias de simplificação, permitindo-lhe responder de forma satisfatória e suficiente, não obstante poderem ocorrer eventuais enviesamentos e erros nas avaliações e decisões que tome. Neste estudo procurámos compreender e descrever como é que decisores experientes, Chefes da Polícia de Segurança Pública (PSP) com função de Comandantes de policiamento, tomam decisões em contexto real, concretamente no policiamento de pequenos eventos desportivos. Realizou-se um estudo qualitativo, em contexto naturalista, tendo sido recolhidos dados relativos a oito jogos de futsal, através de pesquisa documental, observação no terreno e aplicação de protocolos think aloud, posteriormente submetidos a análise de conteúdo. Os resultados demonstram que a experiência e o conhecimento do decisor têm um papel primordial no processo de decisão, socorrendo-se de heurísticas rápidas e frugais para mitigar as suas limitações cognitivas, os constrangimentos ambientais e a incerteza. Além disso, o decisor policial utiliza diferentes estratégias no decurso do policiamento, mantendo o foco na pesquisa e transmissão de informação, fazendo um esforço constante de atualização dos objetivos a cumprir. Este processo comunicativo é intercalado pelo exercício decisório, consideradas as situações efetivas (exigência de uma resposta imediata) e hipotéticas (construção mental).
The police decision-maker develops his activity in a complex, uncertain and changeable environment, facing situations with the same limitations of the common citizen (information, processing and memory), being conditioned by the time pressure, stress and scrutiny (political, institutional and social) associated with the urgent nature of the decisions that must be taken. The urgency of the decision leads the police decision-maker, like everyone else, to resort to simplification strategies, allowing him to respond in a satisfactory and sufficient way, although there may be biases and errors in the evaluations and decisions that he makes. In this study we have tried to understand and describe how experienced decision-makers, Public Security Police (PSP) Chiefs with policing Commanders role, make decisions in real context, specifically in the policing of small sports events. A qualitative study was carried out in a naturalistic context and data was collected in eight futsal matches through documentary research, field observation and application of think aloud protocols, which were then submitted to content analysis. The results demonstrate that the decision-maker's experience and knowledge play a key role in decision-making, using fast and frugal heuristics to mitigate cognitive limitations, environmental constraints and uncertainty. In addition, the police decision-maker uses different strategies in the course of policing, keeping the focus on information research and transmission, making a constant effort to update the objectives to be fulfilled. This communicative process is interspersed by the decision-making exercise, considering the actual situations (demand for an immediate response) and hypothetical situations (mental construction).
