Abstract(s)
O status quo do terrorismo tem vindo a altera-se progressivamente nas duas últimas décadas,
culminando numa seleção de alvos que dá primazia a locais com uma elevada densidade
populacional e que possuam medidas securitárias deficitárias ou mesmo inexistentes. Esta
alteração, bem como do modus operandi, leva a que haja uma dificuldade acrescida na
deteção e prevenção, pelo que urge adotar medidas protetoras de acordo com a ameaça em
causa.
As estações ferroviárias enquadram-se nesta nova tipologia de alvos, na medida em que
albergam uma grande quantidade de pessoas, possuem medidas securitárias reduzidas ou
mesmo inexistentes e possibilitam o mediatismo pretendido por parte dos terroristas. Com
esta investigação pretende-se averiguar se as medidas securitárias existentes na estação de
Entrecampos são adequadas para prevenir a ameaça terrorista. Para tal foi realizado um
estudo exploratório, envolvendo os atores responsáveis pelo garante da segurança nesta
infraestrutura, através de entrevistas semiestruturadas aos mesmos.
O estudo demonstra que é unânime a existência de diversas debilidades securitárias, tanto
na própria infraestrutura como nas diversas carruagens que lá circulam, subsistindo uma
necessidade premente de reforçar as medidas atualmente em vigor através de investimentos
na área da tecnologia, medidas físicas e melhoria das capacitações dos recursos humanos
responsáveis por garantir a segurança no local.
The status quo of terrorism has been changing progressively over the last two decades, culminating in a selection of targets that gives priority to places with a high population density and that have weak or non-existent security measures. This change, as well as the modus operandi, leads to an increased difficulty in detection and prevention, so it is urgent to adopt protective measures according to the threat in question. Railway stations fit into this new typology of targets, as they house a large number of people, have reduced or even non-existent security measures, and enable the desired media coverage by terrorists. Thus, this research aims to investigate whether the security measures in place at Entrecampos station are adequate to prevent the terrorist threat. To this end, an exploratory study was conducted, involving the actors responsible for ensuring security in this infrastructure, through semi-structured interviews. The study shows that it is unanimous that there are several security weaknesses, both in the infrastructure itself and in the various carriages that circulate there, and there remains a pressing need to strengthen the measures currently in place both through investment in technology, physical measures and improving the skills of the human resources responsible for ensuring security on site.
