No início de 2018, a Resolução do Conselho de Ministros n.º 30/2018 aprovou a Estratégia Portugal Espaço 2030 (EPE2030), uma “estratégia de investigação, inovação e crescimento para Portugal”, com o objetivo de promover o desenvolvimento de atividades espaciais em Portugal, aproveitando as competências nacionais.
Consequentemente, em 2021 foi apresentada a Estratégia da Defesa Nacional para o Espaço 2020/2030 (EDNE20/30), como núcleo acelerador e multiplicador da EPE2030, visando promover soluções inovadoras com potencial emprego militar, potenciando a autonomia de atuação das Forças Armadas na defesa dos interesses nacionais, fomentando a geração e retenção de conhecimentos tecnológicos e científicos em Portugal, em articulação com as empresas do Ecossistema da Indústria Nacional (EIN). Para caracterizar o EIN e analisar como este poderá contribuir para a EDNE20/30, realizou-se um trabalho de investigação baseado numa investigação qualitativa, estando a pesquisa sustentada num estudo de caso transversal, que analisou o EIN numa perspetiva estrutural, operacional e genética, durante o período que decorreu desde a apresentação da EDNE20/30 até à entrega deste estudo. Verificou-se que o EIN, embora possua capacidade e conhecimento, não está alinhado com as necessidades da Defesa Nacional. Como resultado da investigação, formulam-se orientações para otimizar a contribuição do EIN para a EDNE20/30.
In early 2018, the 2030 Portugal Space Strategy (EPE2030) was approved by the Council of Ministers Resolution No. 30/2018, setting an “investigation, innovation and growth strategy for Portugal” and targeting the development of space activities in Portugal, based on national capabilities. Thus, in 2021 the 2020/2030 National Defence Strategy for Space (EDNE20/30) was announced as an accelerator and multiplier core of EPE2030, aiming to promote innovative solutions with potential military use, enhance the Armed Forces autonomy in the protection of national interests, and encourage the creation and retention of technological and scientific knowledge in Portugal, with the companies of the National Industry Ecosystem (NIE). In order to characterize the NIE and analyse how it can contribute to the EDNE20/30, a research was carried out based on a qualitative investigation, supported by a cross-sectional case study, which analysed the NIE from a structural, organizational and genetic perspective, that elapsed since the presentation of the EDNE20/30 until the delivery of this study. It was found that the NIE is not aligned with the National Defence needs, although it does have some capacity and knowledge. As a result of the investigation, guidelines were formulated to optimize NIE’s contribution to the EDNE20/30.
