Abstract(s)
Dada a impossibilidade de reduzir a zero o risco de ocorrência de atentados terroristas, em
particular a ameaça abstrata que impende sobre os espaços públicos, torna-se necessário
encontrar respostas para prevenir e mitigar as suas consequências. No que concerne ao
exercício dos seus compromissos europeus e internacionais, Portugal participa ativamente
nos esforços para combater a ameaça terrorista, de onde resultam contributos para melhorar
as capacidades dos Estados para uma resposta coletiva. Porém, será suficiente? Este
trabalho reflete sobre a necessidade de reestruturação de políticas e de implementação de
mecanismos de natureza preventiva para combater ataques terroristas contra espaços
públicos. A presente pesquisa compreende uma análise documental, com vista à verificação
da adequação do sistema securitário, na ótica da prevenção, conforme a sua
correspondência às exigências de segurança. As medidas não impedem totalmente a
ocorrência de ataques, mas dificulta a sua concretização e reduz o risco. Do ponto de vista
estratégico, as medidas podem ser suficientes, todavia carecem da sua operacionalização
através da implementação de planos de ação, que prossigam e cumpram os objetivos
definidos estrategicamente. Sobre a ação das Forças e Serviços de Segurança, é lhes
atribuído um papel preponderante na deteção e interceção de suspeitos, no
desenvolvimento de intervenções conjuntas e multifacetadas e na relação entre comunidade
e autoridades policiais, que fortalece o sentimento de segurança das pessoas.
Given the impossibility of reducing the risk of terrorist attacks to zero, particularly the abstract threat that hangs over public spaces, it becomes necessary to find responses to prevent and mitigate their consequences. Regarding the exercise of its European and international commitments, Portugal actively participates in efforts to combat the terrorist threat, resulting in contributions to improve the capacities of States for a collective response. However, will it be enough? This work reflects on the need for restructuring policies and implementing preventive mechanisms to combat terrorist attacks against public spaces. This research comprises a documentary analysis aimed at verifying the adequacy of the security system, from the perspective of prevention, according to its correspondence with security requirements. The measures do not completely prevent the occurrence of attacks, but make their realization more difficult and reduce the risk. From a strategic point of view, the measures may be sufficient, but they require their operationalization through the implementation of action plans that pursue and fulfill the objectives defined strategically. Regarding the action of the Law enforcement Agencies and Security Services, they are assigned a preponderant role in the detection and interception of suspects, in the development of joint and multifaceted interventions and in the relationship between the community and police authorities, which strengthens people's sense of security.
