Abstract(s)
O presente trabalho de investigação aplicada, subordinado ao tema “ A importância da presença da Guarda Nacional Republicana na segurança das populações: Pontos de Proximidade ao Cidadão”, pretende contribuir para a modernização da instituição, olhando atentamente sobre a realidade do interior por forma a adaptar-se à mesma.
O objetivo geral proposto, versa investigar a importância da presença da Guarda Nacional Republicana em zonas de menor densidade populacional, de forma a perceber se a implementação de Pontos de Proximidade ao Cidadão será uma solução plausível em zonas rurais do território português.
Esta investigação carateriza-se por apresentar uma estratégia de investigação qualitativa, assim iniciamos esta investigação pelo enquadramento teórico que nos serviu de sustento empírico, tendo em conta a escassez de pesquisa sobre a temática. Primeiramente centramo-nos em definir, os desafios que fazem frente à segurança, de seguida abordamos a estratégia da Guarda, para percebermos quais as medidas a por em prática para fazer face aos desafios e ameaças que vão surgindo, por último referimos os modelos de policiamento, dando ênfase ao policiamento de proximidade que é o pilar do nosso trabalho. Analisámos também, a nossa força congénere Guardia Civil, elencando algumas das medidas implementadas em prol do cidadão.
Seguiu-se uma parte prática, onde procurou-se junto de diversas entidades reconhecidas no universo das forças de segurança e poder autárquico/local, realizar entrevistas semiestruturadas, com vista a esclarecer e compreender as perceções dos entrevistados sobre o fenómeno em análise. A informação alcançada revelou ser muito proveitosa, pois permitiu não só acrescentar conhecimento, como permitiu complementar as conclusões retiradas da análise documental.
É notório realçar a importância dada, pelas populações do interior, à presença da guarda, tanto ao nível do patrulhamento, como também pela defesa da manutenção dos Postos Territoriais, a luta pela garantia dos serviços públicos abertos nas suas localidades.
Do ponto de vista institucional, interessa referir a necessidade de uma restruturação da matriz territorial, pois não se encontra adaptada à realidade dos dias de hoje. Concluímos que, tendo por base os dois pontos de vista, o da população associado ao contributo das autoridades autárquicas e o contributo institucional recolhido entre os entrevistados, a implementação de Pontos de Proximidade ao Cidadão em localidades com um menor aglomerado populacional, poderá ser proveitosa para ambas as realidades pois é garantida a presença do militar, tal como a continuação da prestação de um serviço de atendimento, o que a nível institucional se traduzirá numa maior concentração de efetivos, que permitirá a sua rentabilização.
The present work of applied research, about the theme "The importance of the presence of the National Republican Guard in the security of the populations: Points of Proximity to the Citizen", intends to contribute to the modernization of the institution, looking closely at the reality of the interior in order to adapt the same. The general objective proposed is to investigate the importance of the presence of the National Republican Guard in areas of lower population density, in order to understand if the implementation of Proximity Points to the Citizen will be a plausible solution in rural areas of the Portuguese territory. This research is characterized by presenting a qualitative research strategy, so we started this research by the theoretical framework that served as empirical support, taking into account the scarcity of research on the subject. First we focus on defining the challenges facing security, then we approach the strategy of the Guard, to understand what measures to put into practice to face the challenges and threats that are emerging, finally we refer to the models of policing , giving emphasis to the policing of proximity that is the pillar of our work. We have also analyzed, our Civil Guard counterpart force, listing some of the measures implemented in favor of the citizen. It was followed by a practical part, where semi-structured interviews were carried out with several recognized entities in the universe of the security forces and autarchic / local power, in order to clarify and understand the perceptions of the interviewees about the phenomenon under analysis. The information obtained proved to be very useful, since it allowed not only to add knowledge, but also to complement the conclusions drawn from the documentary analysis. It is noteworthy to emphasize the importance given by the people of the interior to the presence of the guard both in terms of patrolling and defense of the maintenance of the Territorial Stations, the struggle for the guarantee of public services open in their localities. From the institutional point of view, it is important to mention the need for a restructuring of the territorial matrix, since it is not adapted to the reality of today. We conclude that, based on the two points of view, that of the population associated with the contribution of the local authorities and the institutional contribution gathered among the interviewees, the implementation of Citizen Proximity Points in places with a smaller population cluster could be useful for both realities because the presence of the military is guaranteed, as well as the continuation of the provision of an assistance service, which at the institutional level will translate into a greater concentration of personnel, which will allow their profitability.
