Abstract(s)
Analisar a forma como as Forças Nacionais Destacadas do Exército Português em Missões ou Operações Militares podem ser potenciadas como instrumento militar da ação diplomática do Estado, traduz o Objetivo Geral deste Trabalho de Investigação Individual.
A metodologia seguida, enquadrada na tipologia de investigação aplicada, com posicionamentos epistemológico interpretativista e ontológico construtivista, foi sustentada no processo de raciocínio indutivo. Em termos do desenvolvimento da investigação optou-se por uma estratégia mista (qualitativa e quantitativa). No desenho de pesquisa utilizou-se o Estudo de Caso sustentado em múltiplas fontes documentais, em entrevistas e num questionário direcionado a líderes estratégicos.
Este trabalho permitiu analisar a forma como os objetivos e as tarefas identificados para a ação diplomática do Estado podem ser aplicados pelas Forças Nacionais Destacadas, balizados por uma diretiva, em benefício da segurança, da estabilidade, do desenvolvimento e da capacitação do Setor de Defesa de outros parceiros. Adicionalmente, esta investigação possibilitou estabelecer linhas de ação específicas de natureza genética, estrutural e operacional, potenciadoras das Forças Nacionais Destacadas.
This work analyses how Detached Forces of the Portuguese Army engaged on Military Missions and Operations, can better support the State´s diplomatic action. The methodology, based on applied research, with an interpretative epistemological and ontological constructivist stance, is supported by an inductive reasoning process. In terms of research´s development, a mixed strategy (qualitative and quantitative) was followed. Regarding research´s design, this study is based on case studies, interviews and questionnaires addressed to key strategic leaders. This work allowed us to analyze how the objectives and tasks identified for the State´s diplomatic action can be used by Detached Forces of the Portuguese Army, framed by a Directive, on behalf of security, stability, development and capacity building of the defense sector of other partners. In addition, this research allowed to identify specific lines of action, of genetic, structural and operational nature, enhancing this action.
