A tomada de decisão em contexto policial constitui uma competência crítica, um
processo complexo, particularmente em operações de fiscalização de trânsito (OFT), onde
os agentes enfrentam ambientes dinâmicos, incertos e exigentes. Esta investigação analisa
os processos cognitivos que orientam a decisão da ordem de paragem de um veículo, por
parte de 23 polícias das Equipas de Intervenção Rápida (EIR), que não detêm formação
especializada na área do trânsito. A investigação, de natureza qualitativa, adota um
procedimento metodológico assente na observação em contexto real, na técnica Stimulated
Retrospective Think Aloud (SRTA) e em entrevistas semiestruturadas, procedendo-se à
posterior análise de conteúdo das verbalizações recolhidas. Foram realizados três estudos
complementares: o primeiro incidiu sobre as pistas informativas recolhidas no momento da
decisão e uma análise comparativa entre polícias mais e menos experientes; o segundo
procurou aferir a eficácia dessas decisões, ao verificar se resultaram em acerto ou erro; o
terceiro promoveu uma análise comparativa entre o presente estudo e os de Alves (2019),
Silva (2021) e Leandro (2022).
Decision-making in the police context is a critical skill and a complex process, particularly in traffic enforcement operations, where officers face dynamic, uncertain and demanding environments. This research analyses the cognitive processes that guide the decision to stop a vehicle by 23 police officers from Rapid Intervention Teams (EIR) who do not have specialised training in the area of traffic. The research, which is qualitative in nature, adopts a methodological procedure based on observation in a real context, the Stimulated Retrospective Think Aloud (SRTA) technique and semi-structured interviews, with subsequent content analysis of the verbalisations collected. Three complementary studies were carried out: the first focused on the information clues collected at the time of the decision and a comparative analysis between more and less experienced police officers; the second sought to gauge the effectiveness of these decisions by checking whether they resulted in a hit or a miss; the third promoted a comparative analysis between this study and those by Alves (2019), Silva (2021) and Leandro (2022).
