Abstract(s)
O objetivo geral deste estudo é entender o processo de realização dos concursos
públicos de admissão no sector da educação em Angola.
Dada a pertinência do tema apresentado sobre a realização dos concursos públicos
de admissão de professores no sector da educação em Angola, quando na verdade a
realidade do mercado de trabalho é marcada pela precariedade contratual, novas formas
atípicas de contrato de trabalho, elevados índices de desemprego, crise no emprego jovem,
entre outras variáveis exógenas a ela associada, a constante dinâmica do mercado de
emprego e das sociedades, não obstante a existência de novas formas de contratação
trazidas pelo momento pandémico a que se vive, optou-se por estudar esta temática.
Assim, a principal motivação para este estudo visa compreender que mecanismos
são usados pelo sector de educação, na realização dos concursos públicos de admissão
de professores em Angola, sendo este, de acordo fontes do instituto nacional de estatística
de Angola (INE, 2020), o sector da educação é um dos sectores públicos que mais emprega
em Angola.
A metodologia utilizada no estudo corresponde a uma abordagem de natureza
qualitativa, sendo a informação recolhida através de inquéritos por entrevista aplicados a
uma amostra de conveniência de seis professores como parte interessada de todo o
processo de acesso e ingresso, dois técnicos sénior afetos à materialização e
operacionalização de todo o processo de concursos públicos de admissão de professores
em Angola, e à diretora nacional do referido sector em Angola. O tratamento de dados
baseia-se em análise de conteúdo.
Os resultados obtidos mostram que o instrumento que serve de guia para a
materialização e operacionalização do complexo e difícil processo de realização de
concursos públicos de ingresso de professores em Angola é o Termo de Referências,
blindado por um conjunto de diplomas legais para o efeito. Para colmatar as atuais
dificuldades enfrentadas pelos profissionais do sector da educação que materializam o
processo, recomenda-se que se migre do atual sistema manual e ultrapassado da
realização destes concursos, para um sistema mais modernizado, tecnológico,
automatizado e digital.
The general objective of this study is to understand the process of carrying out public entrance examinations in the education sector in Angola. Given the relevance of the theme presented on the holding of public tenders for admission of teachers in the education sector in Angola, when in fact the reality of the labor market is marked by contractual precariousness, new atypical forms of employment contract, high unemployment rates, crisis in youth employment, among other exogenous variables associated with it, the constant dynamics of the job market and societies, despite the existence of new forms of hiring brought about by the pandemic moment in which we are living, it was decided to study this theme . Thus, the main motivation for this study is to understand what mechanisms are used by the education sector, in carrying out public tenders for admission of teachers in Angola, which, according to sources from the National Institute of Statistics of Angola (INE, 2020), the education sector is one of the most employing public sectors in Angola. The methodology used in the study corresponds to a qualitative approach, the information being collected through interview surveys applied to a convenience sample of six teachers as an interested party in the entire access and admission process, two senior technicians assigned to the materialization and operationalization of the entire process of public tenders for admission of teachers in Angola, and to the national director of the referred sector in Angola. Data processing is based on content analysis. The results obtained show that the instrument that serves as a guide for the materialization and operationalization of the complex and difficult process of carrying out public tenders for the admission of teachers in Angola is the Term of References, shielded by a set of legal diplomas for this purpose. To overcome the current difficulties faced by professionals in the education sector who materialize the process, it is recommended to migrate from the current manual and outdated system of carrying out these contests, to a more modernized, technological, automated and digital system.
