Resumo
O incêndio de 15 de Outubro de 2017, teve consequências socioeconómicas e
ambientais gravosas ao atingir 80% da área do concelho de Santa Comba Dão, que se
localiza na Beira Alta, Região Centro de Portugal Continental e se caracteriza pela
agricultura, maioritariamente, familiar de auto-subsistência. Este concelho é também
marcado pela desertificação humana, envelhecimento da população, desordenamento do
território e da floresta e pelo abandono da agricultura e da floresta.
Observa-se a correlação entre as problemáticas da sociedade e dos espaços rurais, das
actividades agrícola e florestal e dos fogos rurais, e concomitantemente, com o
desenvolvimento rural do concelho.
Através de análise de dados recolhidos, no terreno após o incêndio de 15 de Outubro
de 2017, junto de agricultores lesados e de decisores locais, regionais e centrais,
identificam-se: os principais factores contributivos para os fogos rurais; o impacte
agrícola causado pelo incêndio; o efeito das acções e dos apoios agrícolas existentes e os
disponibilizados após o incêndio para a reposição do potencial produtivo; e respectivas
consequências no desenvolvimento rural do concelho.
Este Relatório de Estágio poderá ser também um contributo para uma profunda
reflexão, quer por parte dos agricultores quer por parte dos decisores locais, regionais e
centrais, sobre as problemáticas do espaço rural e seu ordenamento, da sociedade rural,
da agricultura, da floresta e dos fogos rurais, bem como, sobre as suas consequências no
desenvolvimento rural e a necessidade urgente de intervenção, em especial na Região
Centro.

Avaliação das acções de desenvolvimento rural no concelho de Santa Comba Dão
Após o Incêndio de 15 Outubro de 2017
Abstract The fire of 15th October 2017 had serious socioeconomic and environmental consequences, having devastated 80% of the municipality area of Santa Comba Dão - which is located in Beira Alta, central region of mainland Portugal and which is characterized by family farming and self-subsistance agriculture. This municipality is also affected by human desertification, aging of the population, lack of land and forest planning as well as by human abandonment of agriculture and forest. The correlation is established between the problems of society and rural areas, agricultural and forestry activities and rural fires, and concomitantly, the rural development of the municipality. Throughout analysis of field data collected after the fire of 15th October 2017, from affected farmers and from local, regional and central decision-makers, the following is identified: main contributory factors to rural fires; agricultural impact caused by the fire; the effect of governamental policies and agricultural subsidies already in place prior to the fire, and those applied after the fire for recovery of the productive potential; and its consequences in the rural development of the municipality. This Report might also be a contribution towards a profound reflection, by both the Farmers and the local, regional and central Decision-makers, on the problems of the rural space and its planning, of the rural society, of the agriculture, of the forest and rural fires, as well as its consequences for rural development and the urgent need for action, especially in the Central Region of Portugal.
