A presente dissertação analisa o potencial da implementação de um chatbot como
ferramenta de apoio à atividade operacional dos patrulheiros da Polícia de Segurança
Pública, especificamente no contexto do Comando Metropolitano de Lisboa. Tendo em
consideração os desafios no esclarecimento de dúvidas em contexto de patrulhamento,
procurou-se aferir de que forma uma aplicação baseada em inteligência artificial pode
contribuir para a melhoria da proficiência dos agentes. Para tal, recorreu-se a uma
metodologia quantitativa, onde se aplicou um inquérito por questionário a agentes que
compõem as equipas de patrulhamento das esquadras de competência territorial,
permitindo identificar quais as suas práticas na procura por respostas, a existência de
dificuldades e as suas expectativas relativamente à adoção de uma ferramenta por chatbot
para sucumbir eventuais lacunas. Os resultados obtidos revelam uma perceção favorável
à integração de um chatbot policial, reconhecendo-se a sua utilidade na agilização do
esclarecimento de dúvidas e na centralização de conteúdos normativos. Conclui-se, deste
modo, que a implementação de um chatbot policial no seio das equipas de patrulhamento
do COMETLIS representa uma oportunidade para o reforço da eficácia operacional e
modernização tecnológica da PSP.
This dissertation analyses the potential of implementing a chatbot as a tool to support the operational activity of Public Security Police patrol officers, specifically in the context of the Lisbon Metropolitan Command. Taking into account the challenges in quickly accessing information in a patrolling context, we sought to assess how an application based on artificial intelligence can contribute to improving the proficiency of officers. To this end, a quantitative methodology was used, in which a questionnaire survey was applied to officers who make up the patrol teams of the police stations with territorial jurisdiction, allowing us to identify their practices in searching for answers, the existence of difficulties and their expectations regarding the adoption of a chatbot tool to overcome any difficulties. The results obtained reveal a favourable perception of the integration of a police chatbot, recognising its usefulness in speeding up the clarification of doubts and in the centralisation of normative content. It is therefore concluded that the implementation of a police chatbot within COMETLIS patrol teams represents an opportunity to reinforce the operational efficiency and technological modernization of the PSP.
