Resumo(s)
Num tempo em que a confiança nas instituições policiais depende, cada vez mais, da
sua relação com os Direitos Humanos, esta investigação analisa a forma como estes moldam
e orientam a atividade policial da Guarda Nacional Republicana.
O objetivo principal consiste, porém, em propor contributos estratégicos para a
formulação de uma Estratégia Policial, orientada para uma integração coerente, consistente
e eficaz dos Direitos Humanos na sua atividade policial.
A investigação adota uma abordagem qualitativa, de natureza aplicada, exploratória e
indutiva, baseada no método de estudo de caso.
Os resultados evidenciam que os avanços significativos na integração dos Direitos
Humanos se encontram em fase de consolidação, mas ainda subsistem assimetrias
operacionais e insuficiências de articulação transversal.
A proposta final materializa-se num roteiro estratégico, com medidas de aplicação
imediata e reformas de curto, médio e longo prazo, assente no conceito de Human Rights
Led-Policing, entendido como um modelo organizacional orientado por normas e princípios
de Direitos Humanos que estrutura a atividade policial nos planos estratégico, operacional e
tático.
A conclusão é inequívoca: os Direitos Humanos não são um limite externo à atividade
policial – são o seu novo centro de gravidade. A questão já não é se os devemos integrar,
mas como e com que urgência o faremos
In a time when trust in police institutions increasingly depends on their relationship with Human Rights, this study analyses how Human Rights shape and guide the policing activity of the Portuguese National Republican Guard (GNR). The main objective was to propose strategic contributions for the development of a Policing Strategy, aimed at ensuring coherent, consistent, and effective integration of Human Rights in police operations. The research adopted a qualitative, applied, exploratory, and inductive approach, based on a case study method. The findings reveal that the notable progress in Human Rights integration is in a phase of consolidation, still marked by operational asymmetries and shortcomings in cross-level coordination. The final proposal materializes a strategic roadmap, combining immediate actions with short-, medium- and long-term reforms, grounded in the concept of Human Rights Led Policing – understood as an organizational model guided by human rights norms and principles, structuring police activity at strategic, operational, and tactical levels. The conclusion is unequivocal: Human Rights are not an external constraint on policing – they are its new center of gravity. The question is no longer whether to integrate them, but how, and with what urgency
