Esta investigação analisa os desafios que se colocam à Identidade de Segurança e Defesa da União Europeia (EUSDI), procurando sintetizar os seus imperativos no quadro de um ambiente estratégico, mais volátil, incerto, complexo e ambíguo. Para o efeito, recorreu-se a uma abordagem indutiva, alicerçada nos conceitos de identidade, segurança e defesa, e desafio. Utilizou-se uma estratégia qualitativa, suportada por entrevistas escritas semiestruturadas a dez personalidades de reconhecido mérito e experiência, que abarcaram os níveis político, político-estratégico, estratégico-militar, militar-académico, militar e académico. Adicionalmente, fez-se uso de uma comunicação do Chefe do Estado Maior do Military Planning and Conduct Capability. Destas fontes, conjuntamente com bibliografia e diversos relatórios, foi possível analisar as quatro dimensões de uma análise SWOT (strengths, weaknesses, opportunities e threats) aplicadas à Identidade de Segurança e Defesa da União Europeia, e sintetizar 18 Linhas de Acão Estratégica adequadas, aceitáveis e exequíveis. Conclui-se que são inegáveis os avanços do projeto de integração europeia no âmbito da Segurança e Defesa. Para o efeito, o propósito de autonomia estratégica da União Europeia, prevê a manutenção da cooperação com a Aliança Atlântica pretendendo, com isso, que um estatuto de “autonomia cooperativa” se traduza em robustez identitária da União, pois “…a realidade …exige ação”.
This research analyzes the challenges facing the European Union Security and Defense Identity (EUSDI), seeking to synthesize its imperatives within the framework of a more volatile, uncertain, complex and ambiguous strategic environment. To this end, an inductive approach was used, based on the concepts of identity, security and defense, and challenge. A qualitative strategy was used, supported by semi-structured written interviews with ten personalities of recognized merit and experience, covering the political, political-strategic, strategic-military, military-academic, military and academic levels. Additionally, a communication from the Chief of Staff of the Military Planning and Conduct Capability was used. From these sources, together with bibliography and various reports, it was possible to analyze the four dimensions of a SWOT analysis (strengths, weaknesses, opportunities and threats) applied to the European Union's Security and Defense Identity, and to synthesize 18 adequate, acceptable and feasible Strategic Lines of Action. It is concluded that the advances of the European integration project in the field of Security and Defense are undeniable. To this end, the purpose of the European Union's strategic autonomy foresees the maintenance of cooperation with the Atlantic Alliance, with the intention that a "cooperative autonomy" status leads to a more robust identity for the Union, because "...reality ... demands action".
