Abstract(s)
O presente trabalho subordina-se ao tema: "A Unidade de Controlo Costeiro e
a interoperabilidade com as demais entidades a quem também está cometida a vigilância e o controlo da costa e do mar territorial." Objectivo é analisar, a perspectiva da Guarda Nacional Republicana, relativa à cooperação/coordenação entre as autoridades com responsabilidade no controlo e vigilância da costa e do mar territorial.
De acordo com o tema, decidiu-se estudar os actuais sistemas de vigilância marítima utilizados pela GNR e analisar como é levado a cabo a
cooperação/coordenação no que toca ao empenhamento de meios, à delimitação de
competências/Áreas de actuação e partilha de informações no Sistema de Autoridade
Marítima, na gestão do SIVICC (Sistema Integrado de Vigilância, Comando e Controlo)
e no âmbito da Agência Frontex, bem como no Decreto Regulamentar 86/2007 de 12
de Dezembro.
A realização do trabalho assenta no método hipotético-dedutivo, com recurso à
revisão bibliográfica para enquadramento teórico e entrevistas semi-directivas, no âmbito do trabalho empírico, com o intuito de recolher dados, através de perguntas abertas.
Após a análise de dados conclui-se que a GNR e a sua Unidade de Controlo
Costeiro vieram reforçar a importância, cada vez maior, dada à questão da vigilância
marítima. No que diz respeito a relações de cooperação com outras autoridades, estas
dependem essencialmente dos comandantes no âmbito local, já as relações de
coordenação revelam-se quase inexistentes elevando-se aqui o receio da perda do controlo operacional. Lentamente se caminha para uma melhoria neste tipo de relações, contudo, o facto da questão por exemplo, do Sistema de Autoridade Marítima essencialmente policial e de fiscalização estar assente na estrutura duma instituição como a Marinha de Guerra, revela-se um impedimento para uma eficaz delimitação de competências e prossecução da missão de vigilância e controlo esta do âmbito da segurança interna.
O presente trabalho foi realizado entre Janeiro de Março de 2009.
Abstract The present study is related to the theme: ―The Unidade de Controlo Costeiro (Coast Control Unit) and the interoperability with other entities to which it is also committed to monitoring and control of the coast and the territorial sea." The objective is to examine the prospect of the Guarda Nacional Republicana (National Republican Guard) on the cooperation / coordination between the authorities with responsibility for monitoring and surveillance of the coast and the territorial sea. Under the theme, it was decided to study the existing maritime surveillance systems used by the GNR and a review is carried out as cooperation / coordination with regard to the commitment of resources and the delineation of responsibilities/Areas for Action and sharing of information in the Sistema de Autoridade Marítima (Maritime Authority System) in the management of SIVICC (Integrated Surveillance System, Command and Control) and within the FRONTEX agency, as well as Decree 86/2007 of 12 December. This study was built by following the hypothetical – deductive method, using bibliographic research to make its theoretical part and to solve its empirical part some semi directive interviews were made. After data analysis it is concluded that the GNR and his Unidade de Controlo Costeiro strengthen the increasingly importance given to the issue of maritime surveillance. Regarding cooperation with other authorities, they depend primarily on under local commanders. Concerning the relations of coordination, it proves to be almost non-existent here the fear of the loss of operational control is rising. Slowly it´s moving towards an improvement in this type of relationship, however, the fact of the matter for example, the SAM (Maritime Authority System,) mainly police and surveillance based on the structure of an institution like the navy, is an impediment to effective delimitation of competence and continuing the mission of monitoring and control of the scope of internal security.
