Abstract(s)
No atual ambiente operacional, as novas ameaças são de caráter imprevisível,
assimétrico, multidimensional, transnacional, e exige a identificação e a análise dos diversos
tipos de ameaças, pelo que são necessários instrumentos que permitam desenvolver uma
orientação flexível e oportuna aos decisores políticos. As Informações Militares (IM)
desempenham um papel fundamental na mitigação desta ameaça, na persecução das
intenções e na salvaguarda dos interesses nacionais, pois contribuem para o esforço militar
de um país como forma de alcançar o seu objetivo último, apoiar a decisão política de
prevenir a guerra. O presente trabalho tem como objetivo avaliar as IM enquanto instrumento
contributivo para a política externa de Defesa Nacional. Para isso, recorreu-se a uma
metodologia de raciocínio dedutivo, assente numa estratégia qualitativa e num desenho de
pesquisa de estudo de caso, concretizado através da análise documental e na realização de
entrevistas a especialistas com conhecimento em IM. Através da investigação foi possível
concluir-se que as IM têm as capacidades necessárias para mitigar estas ameaças, e que a
implementação das recomendações poderá tornar as IM mais eficientes, permitindo uma
tomada de decisão mais consciente, e consequentemente, as reforçar enquanto instrumento
contributivo para a política externa de Defesa Nacional.
In the current operational environment, new threats are unpredictable, asymmetrical, multidimensional, transnational, and require the identification and analysis of different types of threats. Military Information (MI) plays a fundamental role in mitigating this threat, in pursuit of intentions and in safeguarding national interests, as it contributes to the military effort of a country as a way of achieving its ultimate objective, to support the political decision to prevent the war. The present work aims to evaluate the MI as a contributory instrument for the foreign policy of National Defense. For this, a deductive reasoning methodology was used, based on a qualitative strategy and a case study research design, carried out through document analysis and interviews with specialists with knowledge in IM. Through the investigation, it was possible to conclude that the MIs have the necessary capabilities to mitigate these threats, and that the implementation of the recommendations can make the MIs more efficient, allowing a more conscious decision-making, and consequently, reinforce them as a contributing instrument to the foreign policy of National Defense.
