Abstract(s)
O tema “EUROFORÇAS – que futuro?” reveste-se de particular interesse num
contexto internacional marcado pela revisão dos quadros de segurança e defesa da União Europeia e da NATO e por uma conjuntura económico-financeira em que as despesas na área da defesa tendem a diminuir, fruto de políticas orçamentais bastante restritivas. A pergunta tornou-se ainda mais pertinente e actual com a intenção manifestada pela França,
de se desvincular da EUROFOR em 2012.
O esforço de pesquisa foi orientado para o conhecimento do quadro conceptual que enforma as EUROFORÇAS e para a determinação dos factores a considerar na tomada de decisão nacional relativamente ao seu futuro.
Para esse efeito, foi caracterizado o enquadramento histórico-estratégico que levou à criação das EUROFORÇAS e descrito o processo evolutivo que, em termos políticos e em termos militares, conduziu à sua afirmação no contexto das estruturas multinacionais de defesa.
Foi também analisada a situação conjuntural que envolve as EUROFORÇAS,
considerando três vertentes: em primeiro lugar a articulação NATO-UE e as oportunidades criadas pela entrada em vigor do Tratado de Lisboa e pela aprovação do novo conceito estratégico da NATO; em segundo, os desafios que se colocam às EUROFORÇAS no contexto global da segurança e defesa europeias e no contexto mais restrito da sua área de interesse regional, e, finalmente, a identificação de cenários possíveis relativamente ao seu
futuro.
O trabalho foi concluído com uma análise da relação custo/benefício da
participação portuguesa nas EUROFORÇAS e com a apreciação, também numa perspectiva nacional, de alguns cenários de diferente grau de plausibilidade, tendo em vista a identificação possíveis linhas de acção e a determinação de factores de decisão a considerar na tomada de posição nacional. Abstract: The “EUROFORCES – What future?” topic is of particular interest in the current international context marked by the reform of the European Union and NATO’s security and defence frameworks and by an economic-financial conjuncture where defence spending tends to be reduced, due to very restrictive government budget policies. This question has assumed an increasing relevance in recent times, since France stated its intention to disengage from EUROFOR in 2012.
Research effort was directed towards providing better knowledge of the conceptual situation that shapes EUROFORCES and determining the factors that need to be taken into account regarding the national decision concerning its future.
As such, the historical-strategic circumstances that led to the creation of
EUROFORCES were characterised and the evolutionary process, which, in both political and military terms, lead to its affirmation in the context of multinational defence structures, was described.
The conjunctural situation which involves EUROFORCES was also analysed,
regarding three different aspects: firstly, the NATO-EU juncture and the opportunities created by the Lisbon Treaty coming into force and the approval of NATO’s new strategic concept; secondly, the challenges posed to EUROFORCES in the global context of European security and defence as well as in the more restricted context of its area of regional interest; lastly, the identification of possible scenarios regarding its future.
The research work was concluded with a cost-benefit analysis of Portugal’s
participation in EUROFORCES and with an evaluation, also from a national perspective, of some scenarios with different degrees of plausibility, identifying possible courses of action and determining decision factors that should be considered regarding the national decisional statement.
