Abstract(s)
O trabalho que se apresenta desenvolve-se no âmbito da Logística e Táctica Militar e tem como objectivo realizar uma investigação que permita retirar conclusões sobre qual deve ser o empenhamento da Companhia de Reabastecimentos e Serviços nas Operações de Apoio à Paz, tendo em atenção às suas actuais capacidades e à organização da unidade/contingente para a missão.
O assunto revela a sua importância no que toca ao Apoio de Serviços em missões humanitárias e de apoio à paz, na qual o Exército Português participa com as suas Forças Nacionais Destacadas.
Iniciou-se o trabalho com um enquadramento na doutrina actual das Operações de Apoio à Paz, em vigor na Organização das Nações Unidas, na Organização do Tratado do Atlântico Norte e na doutrina adoptada pelo Exército Português no mesmo âmbito. Focámos ainda neste contexto, os procedimentos no que toca ao processo de organização e preparação dos contingentes para as missões.
De seguida, descreveu-se o conceito actual do Apoio de Serviços, focando as suas principais características e destacando as ameaças mais prováveis ao seu funcionamento. Posteriormente, caracterizámos a Companhia de Reabastecimentos e Serviços como unidade pertencente às Forças de Apoio Geral, fazendo uma breve referência à sua constituição e destacando as suas possibilidades e limitações. Dado que a Companhia evoluiu de modo a adquirir uma estrutura modular, definiremos o conceito de modularidade.
Concluímos o presente trabalho com a Apresentação dos dados recolhidos e com a discussão dos resultados obtidos. A Entrevista foi o principal método de recolha de dados. Obtivemos os dados através de entrevistas realizadas a três amostras diferentes: a primeira inclui Oficiais que já desempenharam função de Comandante de uma Força Nacional Destacada, a segunda os Oficiais de Logística das três Brigadas do Exército Português e a terceira inclui o Comandante da Escola Prática dos Serviços e o Comandante da Companhia de Reabastecimentos e Serviços.
Abstract This work concerns Military Tactics and Logistics and intends to carry out the investigations necessary to draw conclusions for the role the Company of Restocking and Services in Peace Support Operations, having attention to its actual capacities and the organisation of the contingent unit for the mission. The subject reveals his importance for Combat Service Support in humanitarian missions and peace support, when the Portuguese Army participates with its Detached National Forces. In this work we start by outlining the current doctrine of the Peace Support Operations of the United Nations, the North Atlantic Treaty Organisation and the adopted doctrine of the Portuguese Army. Still in this context, we focus on the procedures within the process of organisation and preparation of the contingents for the missions. We describe the current concept of the Combat Service Support, its main characteristics and identify the most probable threats to its functioning. After this, we characterize the Company of Restocking and Services as a unit of the General Support Forces, making a short reference to its constitution, detailing its possibilities and limitations. As the Company evolved in order to acquire a modular structure, we will define the modularity concept. We conclude with a presentation of the collected facts and of the results obtained from our investigations. The Interview was the main method of retraction of data. We obtained the facts through interviews carried out with three different samples: the first one included Officers who had already been Commanders of Detached National Forces, the second the Logistic Officers of the three Brigades of the Portuguese Army and the third included the Commander of the Services Practical School and the Commander of the Company of Restocking and Services.
