No atual ambiente estratégico internacional, os Estados podem afirmar a sua posição
no contexto internacional, através da sua inserção em plataformas de entendimento
multilateral e bilateral. As relações bilaterais do Exército Português, enquadradas pela
Política Externa e pela Política de Defesa, concorrem para a valorização da imagem e do
prestígio de Portugal no mundo.
Adicionalmente, as relações bilaterais do Exército devem também ser norteadas pela
consecução dos objetivos estratégicos do Ramo, designadamente no reforço da cooperação
e da interoperabilidade, constituindo fatores de credibilidade para o valor de Portugal como
contribuinte para a paz global, no contexto das Organizações Internacionais de que faz parte.
A presente investigação tem como objetivo geral formular contributos para um modelo
de relações bilaterais que incremente o seu propósito em convergência com a Estratégia
Militar Terrestre, utilizando para isso um raciocínio indutivo, uma estratégia qualitativa e
um desenho de pesquisa de estudo de caso. Para além da análise documental, realizaram-se
entrevistas semiestruturadas a entidades de referência ligadas ao processo.
Dos resultados obtidos, constata-se a necessidade de incrementar a estruturação das
relações bilaterais do Exército, inseridas num processo de planeamento tendencialmente
plurianual e alinhadas com as linhas de orientação da Estratégia Militar Terrestre.
In the current international strategic environment, states assert themselves through their integration in multilateral and bilateral platforms of understanding. The Portuguese Army's bilateral relations, framed by the Portuguese Foreign Policy and the National Defence Policy, contribute to national self-assertion. Additionally, the Army's bilateral relations must also be oriented towards the Branch's strategic objectives, namely in the search for references and in the reinforcement of interoperability, which attest for the credibility of Portugal within International Organizations. This research analyses the Army's bilateral relations, by means of a deductive reasoning process based on a qualitative strategy and on the design of case study research. Its general aim is to formulate contributions towards a model of bilateral relations that enhances its strategic purpose in convergence with the Land Military Strategy. To this end, in addition to documentary analysis, semi-structured interviews were conducted with specialists linked to the process. From the results obtained, it becomes clear that it is necessary to increase the structuring of bilateral relations, inserted in a planning process that tends to be pluriannual, oriented towards the most relevant partners and also to stimulate the areas of cooperation framed within the strategic guidelines of the Land Military Strategy.
