Abstract(s)
A realidade atual, com o aumento e o surgimento de novos riscos e ameaças, nomeadamente
terrorismo, criminalidade organizada, criminalidade de massa e narcotráfico, tem desafiado
o Estado a criar novas políticas de seguranças face ao quadro da insegurança pública. A
aposta em novas tecnologias como meio de apoio à atividade policial, está a ter cada vez
maior adesão pelas polícias no mundo, sobretudo devido ao seu potencial benefício na
prevenção da criminalidade e garantia da segurança pública. A sua eficácia levada em conta
nos outros países, levou o Estado cabo-verdiano a apostar no meio tecnológico a fim de
prevenir os ilícitos criminais, bem como auxiliar na investigação criminal. A Polícia
Nacional de Cabo Verde, por sua vez, está a seguir os bons exemplos da utilização do sistema
de videovigilância pelas forças de segurança na prevenção, repressão e investigação
criminal. Enquanto técnica de prevenção situacional e pela sua potencialidade na prevenção
criminal, o sistema de videovigilância incide nos locais vulneráveis e em crimes específicos,
contribuindo cada vez mais no trabalho da polícia. neste sentido, face aos problemas de
insegurança urbana, a Polícia Nacional de Cabo Verde considera a utilização do sistema de
videovigilância como uma ferramenta ideal e bastante importante para a garantia de uma
melhor vigilância e controlo das cidades.
The current reality, with the increase and emergence of new risks and threats, namely terrorism, organised crime, mass criminality and drug trafficking, has challenged the State to create new security policies in the face of public insecurity. The investment in new technologies as a means of support to police activity is being increasingly adopted by police forces around the world, mainly due to its potential benefits in preventing criminality and ensuring public safety. Its effectiveness, taken into account in other countries, led the Cape Verdean State to invest in technological means in order to prevent criminal offences, as well as to assist in criminal investigation. The National Police of Cape Verde, for its part, is following the good examples of the use of video surveillance systems by the security forces in the prevention, repression and criminal investigation. As a technique of situational prevention and for its potentiality in criminal prevention, the video-surveillance system focuses on vulnerable places and specific crimes, contributing increasingly to the work of the police. In this sense, given the problems of urban insecurity, the National Police of Cape Verde considers the use of video-surveillance system as an ideal tool and quite important to ensure better surveillance and control of cities.
