À semelhança do contexto Europeu, também em Portugal a Qualidade tem vindo a
registar um desenvolvimento crescente, nas Instituições de Ensino Superior (IES).
É nesse quadro, que a implementação de Sistemas Internos de Garantia da
Qualidade (SIGQ) tem sido incentivada pela Agência de Avaliação e Acreditação
do Ensino Superior (A3ES), através de um processo voluntário de certificação, a
funcionar desde 2012, que permite às IES a certificação dos seus SIGQ, em
conformidade com um conjunto de referenciais próprios (A3ES, 2016), adaptados
dos Standards and Guidelines for Quality Assurance in the European Higher
Education Area (ENQA, 2015). Numa altura em que este processo evidencia já
“alguns resultados” – em maio de 2018, são dezoito os SIGQ certificados – realizase
o presente estudo com o objetivo de sistematizar o grau de implementação dos
Referenciais A3ES nos SIGQ certificados até ao momento, analisando com maior
detalhe o SIGQ do Instituto Politécnico de Setúbal, tendo por base a abordagem
utilizada e as suas perspetivas de evolução. Seguindo uma metodologia assente na
análise documental (Relatórios de Avaliação das Comissões de Avaliação Externa),
os dados analisados evidenciam não apenas a necessidade de consolidação do
SIGQ/IPS em áreas coincidentes com uma parte significativa das demais IES, mas
também a identificação de áreas em que o nível de implementação do SIGQ/IPS
contraria a “tendência global”, quer pela positiva, quer pela negativa,
consubstanciando, assim, alguns dos pontos fortes e fracos, identificados pela
instituição durante o processo de autoavaliação.
As in the European context, Quality in Portugal has also been increasing in the Higher Education Institutions (HEIs). It is within this framework that the implementation of Internal Quality Assurance Systems (IQAS) has been encouraged by the Agency for Assessment and Accreditation of Higher Education (A3ES), through a voluntary certification process, which has been in operation since 2012, (A3ES, 2016), which allows HEI to certify their IQAS, in accordance with a set of own guidelines (A3ES, 2016), adapted from the Standards and Guidelines for Quality Assurance in the European Higher Education Area (ENQA, 2015). At a time that this process already shows "some results" - in May 2018, eighteen IQAS are certified - the present study is carried out with the objective of systematize the degree of implementation of the A3ES References in the IQAS certified up to the moment, analysing with more detail the IQAS of the Polytechnic Institute of Setúbal, based on the approach used and its evolution perspectives. Following a methodology based on documentary analysis (Evaluation Reports of External Evaluation Committees), the data analysed show not only the need to consolidate the IQAS/IPS in areas coincident with a significant part of other HEI, but also the identification of areas in which the level of implementation of the IQAS/IPS contravenes the "global trend", both positive and negative ways, thus constituting some of the strengths and weaknesses identified by the institution during the self-assessment process.
