Abstract(s)
A problemática da droga é um flagelo que se verifica desde os primórdios da
humanidade, proporcionando uma grande preocupação por parte do estado. Pese embora se
trate de uma matéria complexa, em São Tomé e Príncipe este fenómeno não fica aquém das
preocupações governativas, em especial, das atividades de prevenção e controlo exercida
pela polícia. No que concerne ao consumo de drogas ilícitas, estas constituem uma grande
ameaça para a saúde pública, como também para a sociedade, sendo imprescindível existir
uma regulamentação no que tange aos procedimentos de fiscalização para enfrentar este
fenómeno. Relativamente à fiscalização, a Polícia Nacional de São Tomé e Príncipe não
dispõe de meios idóneos para aferir a materialidade dos compostos químicos que tipificam
as drogas ilícitas. Nessa senda, torna-se importante criar políticas direcionadas para
implementação, tanto ao nível legal, técnico e procedimental que possam dar respostas a
essas carências e lacunas. As aplicações destas medidas visam não só prevenir, como
impedir, o consumo destas substâncias. Importa sublinhar que, no atual panorama
santomense, a tarefa da Polícia Nacional prende-se maioritariamente na prevenção de
ameaças ou redução de vulnerabilidades para garantir a segurança, a manutenção da ordem
e tranquilidade pública. Nesse sentido, percecionamos que a Polícia Nacional como o órgão
responsável para garantir a eficácia dessas missões deve adotar estratégias de proximidade
e visibilidade de modo a definir uma política de prevenção criminal. Esta investigação, está
direcionada para a exploração da problemática referente ao consumo de substâncias
psicotrópicas e os seus respetivos procedimentos policiais no decurso da fiscalização.
The drug problem is a scourge that has existed since the dawn of humanity, providing a major concern for the state. Although it is a complex matter, in São Tomé and Príncipe this phenomenon does not fall short of governmental concerns, especially the activities of prevention and control exercised by the police. Regarding the consumption of illicit drugs, these constitute a major threat to public health, as well as to society, and it is essential to have a regulation regarding control procedures to address this phenomenon. Regarding inspection, the National Police of São Tomé and Príncipe does not have the appropriate means to assess the materiality of the chemical compounds that typify illicit drugs. In this sense, it is important to create policies directed to implementation, both at the legal, technical and procedural levels that can respond to these shortcomings and gaps. The implementation of these measures aims not only to prevent, but also to prevent the consumption of these substances. It is important to emphasize that, in the current panorama in São Tomé and Príncipe, the task of the National Police is mostly related to the prevention of threats or reduction of vulnerabilities to ensure security, maintenance of order and public tranquility. In this sense, we perceive that the National Police as the body responsible for ensuring the effectiveness of these missions should adopt proximity and visibility strategies in order to define a crime prevention policy. This research is directed towards the exploration of the issue related to the consumption of psychotropic substances and the respective police procedures in the course of surveillance.
