Abstract(s)
Face às constantes alterações de paradigmas, resultantes da evolução tecnológica, surge
a necessidade de capacitar as forças de segurança em Portugal, e em concreto a Polícia
de Segurança Pública (PSP), através da sua progressiva modernização. Os Veículos
Aéreos Não Tripulados (VANT) personificam esse processo, representando um meio com
potencialidades para o aumento da segurança pública, permitindo a prossecução da
missão da PSP. Procuramos explorar os níveis de aceitação social relativamente ao uso
de VANT pela PSP, indagando perceber os fatores que influenciam essa aceitação.
Através da aplicação de um inquérito a estudantes universitários, que representam a
população portuguesa, recolhemos os dados relativamente às perceções dos cidadãos.
Constatou-se que existe um nível geral de aceitação positivo face ao uso de VANT por
parte da PSP, representativo de um baixo nível de ceticismo à sua operacionalização.
Demonstrou-se que a aceitação do uso de VANT pela PSP é algo contextual, registando se uma preferência para as aplicabilidades tendencialmente reativas, em detrimento da
utilização proativa. Verificou-se ainda que a confiança que se deposita na Polícia, bem
como a perceção da sua eficácia e legitimidade contribuem para níveis de aceitação
maiores. O estilo de governação, demonstrou influenciar os níveis de aceitação, na
medida em que quem prefere governos que colocam uma maior ênfase na segurança
pública, apresentam menores níveis de resistência face à sua operacionalização. A PSP
deve ter em consideração as perceções sociais no que diz respeito à operacionalização
dos VANT, procurando estabelecer uma relação de transparência e partilha de
conhecimento sobre os benefícios desta ferramenta, de modo a solidificar a sua
legitimidade no seio na população portuguesa.
Given the constant paradigm shifts resulting from technological evolution, there is a need to empower the security forces in Portugal, and specifically the Public Security Police (PSP), through their progressive modernization. Unmanned Aerial Vehicles (UAVs) embody this process, representing a means with the potential to increase public safety, allowing the PSP's mission to be pursued. We sought to explore the levels of social acceptance of the use of UAVs by the PSP, trying to understand the factors that influence this acceptance. Through a survey of university students, who represent the Portuguese population, we collected data on citizens' perceptions. It was found that there is a general level of positive acceptance of the use of UAVs by the PSP, representing a low level of skepticism about their operationalization. It was shown that acceptance of the use of UAVs by the PSP is somewhat contextual, with a preference for applications that tend to be reactive, to the detriment of proactive use. It was also found that the trust placed in the police, as well as the perception of their effectiveness and legitimacy, contribute to higher levels of acceptance. Regarding the style of governance, it has been shown to influence levels of acceptance, in those who prefer governments that place a greater emphasis on public safety have lower levels of resistance to its operationalization. The PSP must consider social perceptions regarding the operationalization of UAVs, seeking to establish a relationship of transparency and sharing of knowledge about the benefits of this tool, to solidify its legitimacy within the Portuguese population.
