A videovigilância de locais públicos: o contributo do sistema de videovigilância da cidade de Leiria para a investigação criminal da PSP

| dc.description.abstract | A tecnologia tem vindo cada vez a assumir um maior protagonismo na sociedade contemporânea, e consequentemente, no funcionamento e organização das polícias. A videovigilância é uma das ferramentas tecnológicas que atualmente está ao dispor das polícias para continuarem a prosseguir de forma eficaz a sua missão de garantir a legalidade democrática, a segurança interna e proteger os direitos fundamentais dos cidadãos. Face à recente alteração legislativa, ao aumento significativo do número de sistemas de videovigilância para espaços públicos e à necessidade de se continuar a desenvolver estudos em Portugal que evidenciem os resultados práticos da utilização destes sistemas pelas polícias portuguesas, procurou-se demonstrar a importância das imagens de um dos sistemas de videovigilância de locais públicos operados pela Polícia de Segurança Pública (PSP), para a sua atividade de investigação criminal. Para tal, a partir das imagens preservadas pelo sistema de videovigilância instalado na cidade de Leiria entre 2018 e 2021, e da informação produzida nas respetivas investigações criminais conduzidas pela PSP nesse período de tempo, procuramos perceber qual a relevância daquelas para a investigação criminal, tendo sido interessante perceber os resultados obtidos, os quais demonstram o quão eficiente esta ferramenta pode ser se devidamente aplicada. | |
| dc.description.abstract | Technology has been taking an increasing role in our modern society and also in the police organization and activities. Video surveillance of the public places are one of the technological tools that’s currently available for the police to continue to pursuit the mission of ensuring democratic legality, internal security and protecting the citizens fundamental rights. Regarding recent legislative changes, the significant increase of video surveillance systems installed in public places and the need to develop more studies in Portugal that can highlight the benefits of these systems for the police activities, we try to demonstrate the importance of video surveillance imagens to the criminal investigation activity. To this intent, the present work starts by the analysis of the video surveillance images saved by PSP between 2018 and 2021, and the documentation that was used in the investigations of those crimes, to understand the relevance of those images for the police work. It was interesting to see the results of this study, that shows us how efficient this tool can be when it’s properly used. | |
