A proteção do ambiente constitui uma das tarefas-chave dos Estados, sobretudo face à
emergência climática, que se revela como um dos desafios globais mais prementes para a
sociedade atual e futura. Este estudo analisa o percurso evolutivo do Direito Internacional do
Ambiente, destacando o papel da comunidade internacional e a importância dos instrumentos
jurídicos – regulamentações, convenções e diretivas – na mitigação dos danos ambientais. Em
São Tomé e Príncipe, a estrutura administrativa destinada à proteção ambiental demonstra um
compromisso crescente com a gestão sustentável dos recursos naturais, sendo o Ministério do
Ambiente o ator central na implementação de políticas de conservação. Adicionalmente, o
trabalho focaliza a atuação da Polícia Nacional, por intermédio da Unidade de Proteção do
Ambiente e da Biodiversidade. Propondo a criação de uma estrutura organizacional especializada
cuja missão inclua a fiscalização, sensibilização e investigação de crimes e contraordenações
ambientais, como forma de assegurar a proteção do ambiente, bem como a preservação do
mesmo.
Protecting the environment is one of the key tasks of states, especially in the face of the climate emergency, which is proving to be one of the most pressing global challenges for current and future society. This study analyzes the evolution of international environmental law, highlighting the role of the international community and the importance of legal instruments - regulations, conventions and directives - in mitigating environmental damage. In São Tomé and Príncipe, the administrative structure for environmental protection demonstrates a growing commitment to the sustainable management of natural resources, with the Ministry of the Environment being the central actor in implementing conservation policies. In addition, the paper focuses on the work of the National Police, through the Environmental and Biodiversity Protection Unit. It proposes the creation of a specialized organizational structure whose mission includes monitoring, raising awareness and investigating environmental crimes and offences, as a way of ensuring the protection of the environment, as well as its preservation.
