Abstract(s)
A conjuntura atual em que Portugal se insere, no âmbito da criação do Espaço
Schengen, levou à necessidade de criar e implementar novas ferramentas de cooperação
transfronteiriça para combater a criminalidade. Deste modo, os Centros de Cooperação
Policial e Aduaneira permitiram reforçar esta cooperação em termos de intercâmbio de
informações, proporcionando às autoridades portuguesas e espanholas maior capacidade
para combaterem eficazmente a criminalidade.
Neste âmbito, surge o presente estudo subordinado ao tema “Cooperação Policial:
os Centros de Cooperação Policial e Aduaneira e a Guarda Nacional Republicana — A
Recolha e o Intercâmbio de Informações”, que se traduz num estudo de campo, com o
objetivo de determinar o papel dos Centros de Cooperação Policial e Aduaneira na recolha
e intercâmbio de informações policiais.
Para a realização do presente estudo, após a revisão da literatura, surge a
necessidade de efetuar a recolha de dados, utilizando como instrumentos, as entrevistas e
os questionários. Estes instrumentos permitem dar resposta às questões e verificar as
hipóteses levantadas no início do presente estudo, sendo materializadas nas conclusões e
recomendações.
Na qualidade de plataformas de intercâmbio transfronteiriço de informações, os
Centros de Cooperação Policial e Aduaneira contribuem significativamente para a
prevenção e repressão da criminalidade nas zonas transfronteiriças. Estes mecanismos
permitem às unidades operacionais que solicitam informação, a obtenção das respostas o mais completas possíveis e no mais curto espaço de tempo, permitindo uma atuação no momento, se necessário. As informações transmitidas neste âmbito, incidem fundamentalmente sobre a pequena criminalidade, os fluxos de imigração ilegal e os problemas de ordem pública.
Abstract The current situation in Portugal that falls within the creation of the Schengen area, led to the need to create and implement new tools to fight cross-border crime. Thus, the Police and Customs Cooperation Centers helped strengthen this cooperation in terms of information exchange, providing Portuguese and Spanish authorities greater ability to fight crime. In this context, the present study comes under the theme "Police Cooperation: Police and Customs Cooperation Centers and GNR — The Collection and Exchange of Information", which consists in a field study, whose aim is to determine the role of the Police and Customs Cooperation Centers while collecting and exchanging information. To carry out this study, after reviewing the literature, it was needed to make the collection of data, using interviews and questionnaires as tools. These tools allow us to respond to the questions and hypotheses formulated at the beginning of this study, being aterialized in the conclusions and recommendations. As platforms for cross-border exchange of information, the Police and Customs Cooperation Centers contribute significantly to the prevention and suppression of crime in border areas. These mechanisms allow operational units to request information, obtain answers as complete as possible and take action in the shortest amount of time, if necessary. The information transmitted in this context focuses primarily on petty crime, the flow of illegal immigration and public order problems.
