As infraestruturas aeroportuárias estão constantemente sob riscos e ameaças de diferentes naturezas e, qualquer impacto negativo no setor da aviação civil, tem implicações diretas, sobretudo, a nível económico e social nos Estados. À escala global, o panorama securitário no âmbito da aviação civil tem vindo a causar o sentimento de insegurança nas populações, levando a que os Estados repensem a segurança da aviação civil tanto na vertente security, como na vertente safety.
Apesar de os aeroportos do arquipélago de Cabo Verde, até à data, não terem sido alvo de ataques terroristas, tal não significa que estejam impermeáveis aos mesmos. Para que este panorama se mantenha, a Polícia Nacional de Cabo Verde, enquanto principal força de segurança com competência voltada para a segurança aeroportuária, em articulação com as demais entidades que lidam com o ambiente aeroportuário e focalizando-se sobretudo nas vulnerabilidades do país e dos aeroportos, deve manter-se atualizada, fortalecendo o seu know-how.
A Polícia Nacional de Cabo Verde, no âmbito da segurança aeroportuária, dispõe de uma vasta panóplia de competências que advêm da sua orgânica e da lei de segurança interna, contactando com várias entidades civis e militares no cumprimento dessa missão. A facilitação e a coordenação entre os diversos atores que concorrem para a segurança aeroportuária é fundamental para que, funcionando como um sistema único e onde cada subsistema desempenha o seu papel em articulação com os demais, se consiga garantir a segurança, a tranquilidade e a paz.
The airport infrastructures are constantly under risks and threats of different natures, and any negative impact on the civil aviation sector has direct implications, especially on the economic and social level of the States. On a global scale, the civil aviation security scenario has been causing insecurity feeling in the populations, forcing States to rethink the security of civil aviation on both the security and safety side. Despite the airports of the Cape Verde archipelago, until now, have not been the target of terrorist attacks, this does not mean that they are impervious to them. In order to maintain this panorama, the Cape Verde National Police, as the main security force with competence directed to the airport security, in articulation with the other entities that deal with the airport environment and focusing above all on the vulnerabilities of the country and the airports, must keep up to date, strengthening its know-how. The Cape Verde National Police, within the scope of airport security, has a wide range of competences that come from its own organic law and the internal security law, making contact with several civil and military entities in the performance of that mission. The facilitation and coordination among the different actors that are involved in airport security is fundamental so that, functioning as a single system and where each subsystem does its task in articulation with the others, thus allowing it to be possible to guarantee security, tranquillity and peace.
