Abstract(s)
A guerra, fenómeno ubíquo na história civilizacional, é transformadora, complexa e,
ultimamente (daí o conceito de “novas guerras”), com o Centro de Gravidade na(s)
população(ões), e o foco na construção de uma narrativa contínua que legitime o uso da
força, e nos factos da eficácia do emprego dos Instrumentos de Poder do Estado (IoP) ser
exponenciada pela sua aplicação harmoniosa e conjugada, e do processo de
edificação/emprego de capacidades depender grandemente da vontade política.
Este estudo (caracterizado por um raciocínio indutivo, estratégia de investigação
qualitativa e desenho de pesquisa de estudo de caso) teve por objetivo formular contributos
para uma estratégia de desenvolvimento de capacidades nas Forças Armadas portuguesas
em função da(s) nova(s) guerra(s).
Das análises documentais, da atual guerra na Ucrânia e do conteúdo das entrevistas a
12 entidades dos meios militar, político-diplomático, académico e jornalístico, concluiu-se
que a supradita estratégia alicerça na estabilidade na estratégia de geração de capacidades
e no emprego concorrente e conjugado dos IoP, operacionalizados em quatro medidas (e 16
associadas ações): Otimizar a aproximação entre a liderança política e o planeamento
estratégico militar; Estimular a indústria nacional de Defesa; Otimizar o processo de
emprego dos IoP; Maximizar o potencial estratégico das capacidades militares.
act War, a transversal phenomenon in civilizational history, is transformative, complex and, lately (hence the concept of “new wars”), with the Center of Gravity in the population(s), and the focus on building a continuous narrative that legitimizes the use of force, and in the fact that the effectiveness of the use of Instruments of Power (IoP) is enhanced by their harmonious and combined application, and the process of building/using capabilities largely depends on political will. This study (characterized by inductive reasoning, qualitative research strategy and case study research design) aimed to formulate contributions to a strategy for the development of capabilities in the Portuguese Armed Forces in light of the new war(s). From documental analyses, the current war in Ukraine and the content of interviews with 12 entities from the military, political-diplomatic, academic and journalistic circles, it was concluded that the aforementioned strategy is based on stability in the strategy of generating capabilities and in concurrent employment and combined IoP, operationalized in four measures (and 16 associated actions): Optimize the approximation between political leadership and military strategic planning; Stimulate the national Defense industry; Optimize the IoP employment process; Maximize the strategic potential of military capabilities
