Abstract(s)
O atual contexto socioeconómico tem apresentado diversos desafios à Marinha Portuguesa no que respeita à eficácia e eficiência das suas missões. Uma das atividades que a Marinha Portuguesa realiza é a de fiscalização da pesca, em conjunto com as entidades participantes do sistema SIFICAP, que implica o empenhamento de diversos recursos humanos e materiais. A questão central neste trabalho prende-se com a caracterização da atividade de fiscalização da pesca realizada pela Marinha Portuguesa em conjunto com a Autoridade Marítima Nacional a fim de determinar se esta é realizada de forma eficaz, especialmente considerando o seu efeito dissuasor sobre práticas ilícitas. A eficácia da fiscalização da pesca realizada pela Marinha é difícil de estimar, uma vez que não se conhece a totalidade de infrações cometidas, com exceção daquelas que resultam das ações de vistoria. Contudo, a eficácia pode ser inferida indiretamente através de indicadores associados à cobertura da fiscalização a embarcações de pesca equipadas com o sistema MONICAP e indicadores relativos ao efeito dissuasor da fiscalização.
Para aferir a eficácia da fiscalização, é efetuada uma análise estatística aos relatos de fiscalização de ambas as entidades através dos comunicados relativos à fiscalização da pesca, em particular do comunicado FISCREP, bem como aos dados do sistema de Monitorização Contínua das Atividades de Pesca – MONICAP, que permitem saber quais as embarcações que estão em atividade. São propostos novos indicadores estatísticos de forma a aferir a eficácia da fiscalização da pesca. Estes indicadores incidem sobre as inspeções realizadas a embarcações de pesca que estiveram em atividade num determinado período e área de análise e que não foram alvo de fiscalização.
As conclusões pretendidas com este estudo incidem na caracterização dos espaços marítimos sob soberania e jurisdição nacional em termos da cobertura da atividade de fiscalização da pesca. A partir desta caracterização é possível definir metas e inferir sobre a eficácia da fiscalização realizada pela Marinha Portuguesa e Autoridade Marítima Nacional nessas áreas. Os indicadores estatísticos propostos constituirão elementos de informação chave para a definição de planos e estratégias neste domínio a fim de incrementar a eficácia da fiscalização da pesca realizada pela Marinha Portuguesa e Autoridade Marítima Nacional.
The current socio-economic context has presented the Portuguese Navy with several challenges in terms of the effectiveness and efficiency of its missions. One of the activities carried out by the Portuguese Navy is fisheries inspection, in conjunction with the entities participating in the SIFICAP system, which involves the commitment of various human and material resources. The central question in this work is to characterize the fisheries surveillance activity carried out by the Portuguese Navy in conjunction with the National Maritime Authority to determine whether it is carried out effectively, especially considering its deterrent effect on illegal practices. The effectiveness of fisheries surveillance carried out by the Navy is difficult to estimate, since we don't know the total number of offences committed, except for those resulting from inspection actions. However, effectiveness can be inferred indirectly through indicators associated with the coverage of inspections of fishing vessels equipped with the MONICAP system and indicators relating to the deterrent effect of inspections. To gauge the effectiveness of the inspections, a statistical analysis is made of the inspection reports from both entities through the fishing inspection communiqués, particularly the FISCREP communiqué, as well as the data from the Continuous Monitoring of Fishing Activities system - MONICAP, which allows us to know which vessels are active. New statistical indicators are proposed to gauge the effectiveness of fisheries inspection. These indicators focus on inspections carried out on fishing vessels that were active during a given period and area of analysis and which were not inspected. The conclusions drawn from this study focus on characterizing the maritime spaces under national sovereignty and jurisdiction in terms of the coverage of fisheries inspection activity. Based on this characterization, it is possible to set targets and infer the effectiveness of the inspections carried out by the Portuguese Navy and the National Maritime Authority in these areas. The proposed statistical indicators will provide key information for defining plans and strategies in this area to increase the effectiveness of fisheries surveillance carried out by the Portuguese Navy and the National Maritime Authority.
