Abstract(s)
O aumento dos fluxos migratórios para a Europa, em particular, as migrações
involuntárias, tem colocado pressão sobre o controlo das fronteiras externas da União
Europeia. A complexidade das migrações é um fator de preocupação para a UE, sendo a
gestão dos fluxos migratórios e de refugiados uma questão prioritária, o que exige uma
abordagem abrangente que equilibre as necessidades de segurança das fronteiras, com os
princípios humanitários e os direitos fundamentais dos migrantes.
A reestruturação do sistema português de controlo de fronteiras mereceu uma
abordagem com especial enfoque nas atribuições da PSP em matéria de controlo de
fronteiras aéreas, e em particular, na gestão dos Centros de Instalação Temporária e
Espaços Equiparados (CIT/EECIT).
Pretendeu-se, com esta investigação, encontrar resposta à questão: que medidas para
uma gestão eficaz dos CIT/EECIT na área de jurisdição da PSP na perspetiva de
salvaguarda dos direitos humanos?
Para a concretização do trabalho de investigação realizámos um estudo empírico,
através da revisão da literatura e da aplicação da técnica de entrevista individual, que
permitiu recolher informação adicional sobre potenciais desafios e vulnerabilidades na
gestão dos CIT/EECIT, e identificar medidas de melhoria a implementar, tendentes ao
cumprimento das obrigações internacionais e nacionais na área da proteção dos direitos
humanos.
The increase in migratory flows to Europe, in particular involuntary migration, has put pressure on the control of the European Union's external borders. The complexity of migration is a factor of concern for the EU, with the management of migration and refugee flows being a priority issue, which requires a comprehensive approach that balances the needs of border security, with humanitarian principles and the fundamental rights of migrants. The restructuring of the Portuguese border control system required an approach with a special focus on the PSP's duties in terms of air border control, and in particular, the management of Temporary Installation Centers and Equivalent Spaces (CIT/EECIT). The aim of this investigation was to find an answer to the question: what are the measures for effective management of CIT/EECIT in the PSP's area of jurisdiction from the perspective of safeguarding human rights? In developing the research work, we carried out an empirical study, through a literature review and the application of the individual interview technique, which allowed us to collect additional information on potential challenges and vulnerabilities in the management of CIT/EECIT, and identify improvement measures to be implemented. , aimed at complying with international and national obligations in the area of human rights protection.
