Abstract(s)
O acesso e uso do Espaço, como um domínio comum, revelam-se fundamentais para a
sociedade moderna e para as organizações com responsabilidades na área da segurança
e defesa. Neste sentido importa, cada vez mais, estudar este Poder emergente e os
contributos que ele já disponibiliza e que poderá ainda disponibilizar tendo em mente as
suas valências duais (civis e militares). Este ensaio procurará mostrar como a North Atlantic
Treaty Organization (NATO) e a União Europeia (UE) encaram estrategicamente o seu
uso e a forma como dele pretendem tirar proveito. Para tal estudamos o enquadramento
político e estratégico em que as iniciativas espaciais atualmente se desenvolvem e as lições
já conhecidas relativas ao seu emprego, no sentido de identificar o que aproxima e afasta
as duas organizações e que iniciativas podemos prospetivar relativamente à exploração
sinérgica e eficiente destes recursos, em linha com as preocupações securitárias refletidas
no conceito estratégico da NATO, na política comum de segurança e defesa da UE e na
política espacial europeia
Space exploration and usage, as a Global Common, are fundamental for a modern society and for the organizations that have security and defense responsibilities. In this regard it is fundamental to study, in more detail, this “new” Space Power in order to characterize its actual and future contributions, considering its dual-use (civil and military) potentialities. This work tries to show how North Atlantic Treaty Organization (NATO) and European Union (EU) strategically understand the usage of space and the ways they can use it to satisfy their requirements. For that we analyze the actual political and strategic construction related with space applications and also the lessons already gathered from its employment. With this approach we try to identify what engages and disengages these organizations and which initiatives we can forecast for a comprehensive and efficient usage of space and space capabilities in line with the security concerns reflected in the Alliance Strategic concept, and in the Common Security and Defense Policy and Space Policy of the European Union.
