Abstract(s)
O fenómeno criminal do tráfico de droga, caraterizado pela sua elevada complexidade
e dinâmica, tem ganhado uma grande dimensão no território, em particular na cidade de
Lisboa. Sendo este um crime urgente que afeta a segurança pública e o sentimento de
segurança, é papel da PSP atuar no combate a este fenómeno, adequando a sua atuação no
âmbito dos modelos e estratégias institucionalmente preconizadas.
O objetivo deste estudo foi analisar os modelos e as estratégias de policiamento
utilizados na atuação policial no combate ao tráfico de droga na cidade de Lisboa,
averiguando a sua eficácia e adequabilidade e perceber quais as possíveis limitações ou
desafios à implementação dos mesmos.
Com recurso a uma abordagem qualitativa, enveredando-se por uma análise de
conteúdo temática, e através da realização de entrevistas a oficiais da PSP com experiência
no combate ao tráfico de droga, foi possível perceber que o tráfico de droga é um
fenómeno complexo que requer, cada vez mais, respostas pensadas e adequadas por parte
das polícias. Foi ainda possível identificar os modelos e estratégias utilizados no combate
ao tráfico de droga e de que forma são implementados.
Concluiu-se que o tráfico de droga está em constante evolução, adaptando-se
consoante o contexto e local em que se insere. Perante tal facto, percebe-se que,
efetivamente, os modelos e estratégias de policiamento utilizados no combate ao tráfico
comportam desvantagens e limitações, como a escassez de recursos e a dificuldade de
adaptação tecnológica e institucional, que retiram alguma eficácia aos mesmos, sendo
necessário uma otimização dos modelos e estratégias utilizados.
The criminal phenomenon of drug trafficking, characterised by its high complexity and dynamics, has gained a large dimension in the territory, and particularly in the city of Lisbon. As this is an urgent crime that affects public safety and the feeling of insecurity, it is the PSP's role to act in the fight against this phenomenon, adapting its actions to the range of models and strategies advocated by the PSP. The aim of this study was therefore to analyse the policing models and strategies used in police action to combat drug trafficking, to ascertain their effectiveness and suitability, and to understand the possible limitations or challenges to their implementation. Using a qualitative approach and thematic content analysis, and by interviewing PSP officials with experience in combating drug trafficking, it was possible to realise that drug trafficking is a complex phenomenon that increasingly requires thoughtful and appropriate responses from the police. It was also possible to identify the models and strategies used to combat drug trafficking and how they are implemented. It was concluded that drug trafficking is constantly evolving, adapting according to its context and location. In view of this fact, it is clear that the policing models and strategies used to combat drug trafficking have disadvantages and limitations that make them less effective, and that there is a need to optimise the models and strategies used.
