Abstract(s)
O governo português, no contexto das medidas extraordinárias de contenção e
mitigação da pandemia COVID-19 implementadas em diversos países, e na sequência da
implementação do primeiro estado de emergência, estabeleceu o regime de teletrabalho
obrigatório, sempre que as funções em causa o permitissem.
A Força Aérea adotou medidas específicas de contingência introduzindo, em março de
2020, o regime de exercício de funções com recurso às tecnologias de informação a partir
do seu domicílio para o pessoal militar.
O presente estudo, assente num raciocínio indutivo, alicerçado numa estratégia de
investigação quantitativa com reforço qualitativo e baseado num estudo de caso como
desenho de pesquisa, pretende avaliar a viabilidade do teletrabalho como metodologia de
trabalho na Força Aérea.
Os resultados obtidos, recolhidos a partir de um questionário respondido por 520
militares e de entrevistas aos comandantes funcionais e comandantes de Grupo de Apoio da
Força Aérea, permitiram apurar que a perceção dos militares, incluindo as suas chefias, sobre
o teletrabalho, é muito positiva, e a sua adoção é considerada aceitável, embora parcialmente
adequada e praticável, concluindo-se, portanto, que esta é uma metodologia de trabalho
viável na Força Aérea mediante a observância de determinados pressupostos.
The Portuguese government, in the context of the extraordinary measures to contain and mitigate the COVID-19 pandemic implemented in several countries, and following the implementation of the first state of emergency, established the mandatory telework regime, whenever the functions in question allowed it. The Air Force has adopted specific contingency measures by introducing, in March 2020, the regime for military personnel to perform their duties using information technology from home. This study, based on deductive reasoning, founded on a quantitative research strategy with qualitative reinforcement and based on a case study as a research design, aims to assess the feasibility of telework as a work methodology in the Air Force. The results obtained, collected from a questionnaire answered by 520 military personnel and interviews with functional commanders and commanders of the Air Force Support Groups, showed that the perception of the military, including their supervisors, about telework is very positive, and its adoption is considered acceptable, although partially appropriate and feasible, concluding, therefore, that this is a viable work methodology in the Air Force, provided certain assumptions are met.
