Abstract(s)
A presente investigação tem como objetivo analisar e enquadrar o posicionamento Português na comunidade internacional, em particular na União Europeia no âmbito da Investigação e Desenvolvimento por forma a que seja possível perceber como se encontra a situação Portuguesa neste setor, apontando os principais desafios e de que forma estes podem ser superados para uma contribuição efetiva no desenvolvimento de capacidades do Exército Português.
Para tal foi empregue uma metodologia alicerçada numa Revisão Sistemática da Literatura, uma tipologia de investigação científica que procura reunir o conhecimento numa área de estudo, maximizando a imparcialidade na análise de artigos científicos através da definição de critérios à priori. Mais ainda foram realizadas entrevistas semiestruturadas a diferentes entidades representativas do Exército e da Base Tecnológica das Indústrias de Defesa de modo que a sua experiência contribuísse para a expansão do conhecimento desenvolvido na investigação, desenvolvimento e inovação visando caracterizar o contexto e uma abordagem nacional à problemática.
Os resultados da presente investigação permitem concluir que Portugal se encontra numa posição inferior a nível de influência na União Europeia em comparação com grandes potências maioritariamente devido à ainda reduzida economia de defesa no contexto nacional. No entanto existem determinadas áreas onde Portugal é um elemento que contribui de forma relevante para a edificação de capacidades no âmbito dos programas promovidos pela União Europeia e que pode aproveitar as oportunidades geradas pelos programas de financiamento Europeu como forma de alavancar o seu potencial.
This investigation aims to analyse and frame the portuguese position in the international community, especifically in the European Union within the extent of Research and Development so that it is possible to understand the portuguese circumstances in this sector, pointing out the main challenges and how they can be overcome for an effective contribution in the development of capabilities of the Portuguese Army. To this end, a methodology based on a Systematic Literature Review was employed, a type of scientific research that seeks to gather knowledge in an area of study, maximizing impartiality in the analysis of scientific articles through the definition of a criteria. Furthermore, semi-structured interviews were carried out with different entities representing the Portuguese Army and the Technological Base of Defense Industries so that their experience could contribute to the expansion of knowledge developed in research, development and innovation, aiming to characterize the context and the national approach to the problem. The results of this investigation allow us to terminate that Portugal is in a lower position in terms of influence in the European Union compared to great powers, mainly due to the still reduced defense economy in the national context. However, there are certain areas where Portugal is an element that makes a relevant contribution to building capacities within the extent of programs promoted by the European Union and that can take advantage of the opportunities generated by European funding programs as a way of leveraging its potential.
