A realização de grandes eventos desportivos em Portugal implica a afetação de recursos das Forças de Segurança. A tipologia e número de recursos deverá ser prevista no planeamento, considerando o risco do evento, possibilitando a existência de meios em número adequado e com capacidade para reagir a contingências que possam ocorrer ao longo do evento. O planeamento deverá ser efetuado em função do grau de risco do evento, o qual deverá ser calculado com recurso a uma metodologia que obedeça aos parâmetros científicos do processo de gestão do risco.
O destacamento destes recursos, quer no que concerne ao seu número, quer à sua tipologia, deve ser efetuado em função do risco do evento. A aferição do risco deve ser feita de acordo com uma metodologia que obedeça aos parâmetros definidos e já validados cientificamente relativamente à gestão do risco, e que seja exequível do ponto de vista prático para os polícias especializados na atividade da Inteligência Policial.
Na presente investigação é apresentada uma metodologia de avaliação do risco, adaptada para grandes eventos desportivos, que parte da aplicação de técnicas estruturadas de análise para a identificação, análise e cálculo do risco, permitindo a criação de cenários de ameaça e perigo, sustentado os juízos de probabilidade e consequência que resultarão no risco global, e relativamente ao qual deverão ser tomadas decisões sobre as medidas de tratamento do risco e a adoção de contramedidas policiais, com vista à segurança e proteção do grande evento desportivo.
The organisation of major sporting events in Portugal implies the allocation of Security Forces resources. The type and number of resources should be foreseen in the planning, taking into account the risk of the event, making it possible to have an adequate number of resources with the capacity to react to contingencies that may occur during the event. Planning should be carried out according to the degree of risk of the event, which should be calculated using a methodology that complies with the scientific parameters of the risk management process. The deployment of these resources, both in terms of their number and their type, should be carried out according to the risk of the event. Risk assessment must be carried out according to a methodology that, on the one hand, complies with the parameters defined and already scientifically validated in terms of risk management and, on the other hand, is feasible from a practical point of view for police officers specialising in police intelligence. This research presents a risk assessment methodology, adapted for major sporting events, based on the application of structured analysis techniques for identifying, analysing and calculating risk, allowing for the creation of threat and danger scenarios, underpinning the judgements of probability and consequence that will result in the overall risk, and in relation to which decisions should be made on risk treatment measures and the adoption of police countermeasures, with a view to the security and protection of the major sporting event.
