Abstract(s)
A problemática discutida neste documento prende-se com a miopia (visão distorcida) do
alinhamento estratégico (TI-negócio) por parte da AP. Ou seja, a ausência de uma ampla visão
do negócio como um todo, constituindo um paradoxo o facto de, em plena Era Social, não se
estar a retirar o devido valor dos dados gerados.
Como tal, analisou-se de que forma a área de Data Science pode contribuir para alavancar
mudanças significativas no contexto da AP, com vista à otimização da prestação de serviços,
por via da antecipação das necessidades do cidadão.
Por analogia à mudança de paradigma que se verificou na área de marketing, transferindose
o foco do produto para as necessidades do consumidor, propõe-se acentuar o foco no cidadão,
nomeadamente melhorando a eficiência dos serviços associados a eventos de vida, no contexto
da AP. Sugere-se, assim, a interligação de conceitos associados ao tema, nomeadamente através
da adoção de uma framework replicável em qualquer AP do mundo, de modo a que o
alinhamento estratégico passe a ser orientado aos processos, suportados nos resultados da
extração de conhecimento, em vez da Estratégia (TI-negócio), consequentemente contribuindo
para a melhoria da visão distorcida.
Os artefactos informacionais elaborados resultaram da aplicação de técnicas de análise
descritiva e preditiva de dados abertos de diferentes organismos da AP. E a solução encontrada
permite à AP caminhar no sentido de um e-Estado pró-ativo, nomeadamente através da
colaboração e participação ativa dos cidadãos.
The problem discussed in this paper is related to the myopia (distorted vision) of strategic alignment (IT-business) by the Portuguese public sector. That is, the lack of a broad vision of the business as a whole. Constituting a paradox, the fact that, in the middle of the Social Age, the due value of the data generated is not being taken away. As such, it was analyzed how the Data Science area can contribute to leverage significant changes in the context of the Portuguese public sector, in order to optimize the services provided, by anticipating the needs of the citizen. By analogy with the paradigm shift that has occurred in the marketing area, shifting the focus of the product to the needs of the consumer, it is proposed to emphasize the focus on the citizen, namely improving the efficiency of services associated with life events, in the context of the Portuguese public sector. It is suggested, therefore, the interconnection of concepts associated to the theme, namely through the adoption of a replicable framework in any worldwide public sector, so that the strategic alignment is oriented to the processes, supported in the results of the extraction of knowledge, instead of the Strategy (IT-business), consequently contributing to the improvement of the distorted vision. The informational artifacts elaborated resulted from the application of descriptive and predictive analysis techniques of open data from different public sector organizations. And the solution found allows the Portuguese public sector to move towards a proactive e-state, namely through collaboration and active participation of citizens.
