Olhares sobre os (des)afetos : a perspetiva dos profissionais sobre a institucionalização de crianças e jovens

| dc.description.abstract | A problemática das crianças e jovens em perigo e sua consequente institucionalização está longe de ser um tema de fácil abordagem ou intervenção. Ao contrário do que se possa pensar, as instituições têm como principal objetivo prestar cuidados de qualidade, proporcionarem uma relação estável, personalizada, afetiva e encaminharem, segundo o projeto de vida mais adequado, pois a perspetiva futura não deverá ser nunca a institucionalização. A investigação realizada procurou ouvir, saber e refletir sobre as perspetivas de quem vivencia de perto a institucionalização, concretamente, os profissionais que exercem a sua atividade no domínio da proteção de crianças e jovens em perigo. Este estudo procurou compreender o funcionamento do Sistema de Proteção à Infância e Juventude a partir da perspetiva dos Diretores Técnicos e Assistentes Sociais, de Centros de Acolhimento Temporário e de Lares de Infância e Juventude do distrito de Portalegre, dando assim particular ênfase à medida de acolhimento em instituição; bem como, determinar qual o papel das respostas sociais neste domínio, as suas limitações e as suas potencialidades; identificar constrangimentos e oportunidades da proteção de menores, na forma como esta é compreendida e realizada atualmente; equacionar razões da morosidade dos processos na aplicação das medidas; e ainda, compreender quem e como se define o projeto de vida das crianças/jovens. Os principais resultados indicam que o Sistema de Proteção de Crianças e Jovens em Risco está ainda longe de uma situação satisfatória no nosso país, particularmente no que se refere ao domínio da prevenção. O superior interesse da criança é, sem dúvida, o objetivo principal das instituições, sendo o projeto de vida e a sua definição uma prioridade para o sistema, contudo, continua a ser um processo complexo na tomada de decisão que determina o percurso de vida futura da criança e da sua família. | por |
| dc.description.abstract | The problematic of children and youngsters at risk and the consequent institutionalization is far from being an easy topic or intervention approach. Unlikely to what one might think, institutions have as main goal to provide quality care, settled, personalized and affective relationships and to address the most suitable life project, having in account that the future perspective should never be institutionalization. The research pursued the objective of listen, learn and reflect about the perspectives of those who experience closely the institutionalization process, specifically, the professionals who carry on their activity in the field of children and youngsters at risk protection. This study sought to understand how the System of Children and Youngsters Protection is implemented, from the perspective of Social Workers and Executive Managers working at Temporary Shelter Centers and Homes in Portalegre district, thus giving particular emphasis to institutionalization measures; as well as the definition of the social responses role in this field, their limitations and potentials; identifying constraints and opportunities of childhood protection in the way that is currently understood and implemented; finding out the reasons for the slowness of proceedings regarding the implementation of measures; and further, understanding who and how the project of children and youngsters life is accomplished. The main results show that the System of Children and Youngsters at Risk Protection is still far from a satisfactory situation in our country, particularly in prevention domain. The child’ best interest is, without doubt, the main objective of the institutions, and the definition of life project is a priority for the system, however, it still remains a complex decision making process that determines the course of future child’s life and his or her family. | por |
