Abstract(s)
A aviação comercial presenciou um crescimento exponencial nos números de voos efetuados e de passageiros transportados nos últimos anos; no entanto, tal crescimento não deixa de ser acompanhado de situações adversas associados aos riscos de incidentes e acidentes capazes de provocar danos materiais e até perdas humanas. No caso de um aeroporto, os fatores como as condições inseguras do aeródromo, erro de violação dos procedimentos e deficiência da qualificação do pessoal, figuram como elementos de ameaça dentro do sistema e consequentes situações de riscos à segurança operacional. Nesta base, a Autoridade máxima da Aviação Civil mundial (ICAO), disponibilizou aos Estados Contratantes, através do seu (Anexo-19), um instrumento padronizado, traduzido em manual, designado por (DOC 9859), com a finalidade de assegurar as Autoridades Aeroportuárias adoção de medidas para a redução de riscos à segurança operacional nos aeródromos.
A Guiné-Bissau, sendo um Estado membro da OACI, encontra-se nos últimos anos engajada em proceder a elaboração e manutenção de conjunto de normalizações, visando superar algumas deficiências de não conformidades identificadas ao longo dos últimos cinco anos na gestão de Safety e Security. A AACGB é a entidade reguladora e fiscalizadora do setor aeronáutico do país, cabe aos operadores, em particular a entidade responsável pela gestão do aeroporto cumprir com o estabelecido pela norma, através de prossecução de medidas adequadas para reduzir o nível de ocorrência de eventos durante operações de aeronaves, veículos e pessoas na área do movimento do aeroporto.
Esta dissertação pretende analisar e compreender o nível de riscos operacionais na área do movimento do Aeroporto Internacional Osvaldo Vieira, olhando pelos procedimentos nacionais aplicáveis face aos definidos pela OACI, verificando na prática o desempenho do sistema e propor medidas de melhorias.
É de salientar que, o recurso as entrevistas junto de algumas personalidades (Safety Managers) das entidades da plataforma aeroportuária, pesquisa documental, e pesquisa do campo, constituem elementos fundamentais na obtenção dos resultados obtidos nesta dissertação.
Commercial aviation has seen an exponential growth in the number of flights performed and passengers carried in recent years; however, such growth is accompanied by adverse situations associated with the risks of incidents and accidents capable of causing material damage and even human losses. In the case of an airport, factors such as unsafe conditions at the aerodrome, error in violating procedures and deficient personnel qualification, appear as elements of threat within the system and consequent situations of operational security risks. On this basis, the World Civil Aviation Authority (ICAO), made available to the Contracting States, through its (Annex-19), a standardized instrument, translated into a manual, called (DOC 9859), with the purpose of ensuring the Authorities Airport adoption of measures to reduce operational safety risks at aerodromes. Guinea-Bissau, being an ICAO contracting state, has been engaged in the develop pment and maintenance of a set of standards in recent years, to overcome some non-conformities gaps identified over the last few years in the Safety and Security management. However, the Civil Aeronautical Authority of Guinea-Bissau (AACGB), is the entity that regulates and inspects the country's air sector; and it is up to the operators, in particular the Airport Manager to comply with the established by the standard, through the pursuit of appropriate measures to reduce the level of occurrence of events during operations of aircraft, vehicles, and people in the area of movement of the airport. This dissertation intends to analyse and understand the level of operational risks in the movement area of the International Airport Osvaldo Vieira, looking at the applicable national procedures compared to those defined by ICAO, verifying in practice the performance of the system, and proposing improvement measures. It should be noted that the use of interviews with some personalities (Safety Managers) from the entities of the airport platform, documentary research, and field research, are fundamental elements in obtaining the results obtained in this dissertation.
