Abstract(s)
O generalizado e atual contexto de conflitualidade determina, na concretização da política de Defesa Nacional, a necessidade de robustecer a capacidade de resposta aos desafios globais, com contributo da componente económica, sustentada no pilar da inovação tecnológica. Através da definição e implementação de uma Política de Inovação Tecnológica (PIT) da Defesa, assente numa atuação sistémica, com vontades convergentes e orientadas por objetivos, reforça-se a capacidade de resposta às ameaças e riscos identificados.
Pretendeu-se neste estudo de caso, através de um raciocínio dedutivo, utilizando uma estratégia de investigação qualitativa, formular uma abordagem para a PIT da Defesa Nacional, enquadrada com o conceito de Economia de Missão.
Foi realizada extensa análise documental, enquadrada a nível Nacional, da North Atlantic Treaty Organization, da União Europeia e dos Países Baixos, e efetuaram-se entrevistas a especialistas de reconhecido valor da estrutura superior do Estado-Maior-General das Forças Armadas.
Como principal resultado desta investigação, para a implementação de uma PIT no contexto da Defesa Nacional, considera-se necessário elaborar uma Estratégia de Investigação, Desenvolvimento e Inovação para a Defesa, acompanhada por mudanças nas estruturas organizativas e adequação dos processos, contribuindo assim para a edificação das capacidades das Forças Armadas e reforço da sua autonomia em áreas estratégicas nacionais.
The current widespread context of conflict influences the National Defense policy, determining the need to strengthen the capacity to respond to global challenges with a contribution from the economic component, supported by the pillar of technological innovation. Through the definition and implementation of a defense Technological Innovation Policy (TIP), based on a systemic action, with convergent desires and guided by objectives, reinforces the capacity to respond to identified threats and risks. The aim of this case study, through deductive reasoning, using a qualitative research strategy, was to formulate an approach to the TIP of National Defense framed by the concept of Mission Economy. An extensive documentary analysis was carried out, studying the National, the North Atlantic Treaty Organization, the European Union and the Netherlands realities, reinforced by interviews to experts of recognized value from the superior structure of the General Staff of the Armed Forces. It was concluded that for full implementation of a TIP in the context of the National Defense, it is necessary to develop an ID&I Strategy for Defense, associated with implementation of changes in organizational structures and adaptation of processes, contributing this way to reinforcing Armed Forces capabilities and strengthening its autonomy in national strategic areas.
