A atividade policial é essencial num estado de direito e para ser exercida é necessário
que os corpos de polícia tenham os recursos humanos suficientes para o cumprimento da sua
missão. A Polícia de Segurança Pública tem inúmeras atribuições que resultam da Lei, e que
devem ser cumpridas num patamar de excelência. A atividade operacional tem sido desígnio
primordial para uma missão de sucesso, mas as tarefas de apoio à atividade operacional, cada
vez mais exigentes e complexas também são essenciais numa Polícia de vanguarda. Neste
trabalho, assente num estudo teórico, apresentaram-se contributos para a contratação
massiva de recursos humanos civis que sejam possuidores de formação em áreas úteis para
o desempenho de tarefas relacionadas com a gestão de recursos financeiros, recursos
humanos, logística e outras ainda que não colidam com a atividade operacional. Foram
expostos argumentos que clarificaram que a medida é benéfica para instituição, porque o
recrutamento destes funcionários permite no futuro, libertar os polícias do trabalho
burocrático, para regressarem à atividade operacional e cumprirem em exclusivo as diversas
atribuições decorrentes da legislação de segurança interna. Polícias de outros países têm
adotado este modelo de gestão de recursos humanos, caracterizando-se pela sua eficiência.
Police activity is essential in a rule of law and to be exercised it is necessary that police forces have sufficient human resources to fulfil their mission. The Public Security Police has numerous duties that result from the Law and that must be fulfilled with excellence. The operational activity has been primary design for a successful mission, but the increasingly demanding and complex tasks supporting the operational activity are also essential in a state-of-the-art Police Force. In this work, based on a theoretical study, contributions were made to the massive hiring of civilian human resources who have had training in areas useful to the performance of tasks related to the management of financial resources, human resources, logistics and others that do not conflict with operational activity. Arguments were exposed that clarified that clarified that the measure is beneficial for the institution because the recruitment of these officers allows, in the future, to free police officers from bureaucratic work, to return to operational activity and exclusively fulfill the various duties arising from the internal security legislation. Police from other countries have adopted this model of human resources management, characterised by its efficiency.
