As escolas são um lugar privilegiado onde os alunos se desenvolvem intelectualmente e socialmente. Dada a importância do seu papel é essencial que a escola se constitua um lugar seguro. Contudo, tal facto nem sempre se verifica, sendo que são inúmeras as alusões relativas a casos de bullying em contexto escolar. À Polícia de Segurança Pública (PSP) cabe-lhe, em concertação com outras entidades, garantir a segurança escolar dentro da sua área de competência territorial, tendo também ela um papel relevante na atuação perante este fenómeno. Desta forma, como é essencial que os polícias adstritos ao Programa Escola Segura (PES) saibam intervir eficazmente em situações desta natureza, a presente dissertação tem como fim compreender o fenómeno do bullying escolar, definir os comportamentos adotados pelos bullies e criar um modelo de atuação policial.
A investigação encontra-se dividida em duas partes basilares, uma parte teórica e outra prática. Na parte teórica realiza-se um enquadramento temático e conceptual sobre o bullying em contexto escolar e discorre-se sobre o papel da PSP, em concreto das Equipas do Programa Escola Segura (EPES), perante o fenómeno. Na parte prática, como se optou pela utilização do método quantitativo e do método qualitativo, efetua-se uma análise a dados recolhidos no âmbito do PES e são aplicadas entrevistas a polícias e psicólogos.
Foi possível concluir que o bullying escolar é um fenómeno que não se reduz a uma tipologia única e que existe uma pluralidade de formas de o praticar. Dada a complexidade do bullying escolar, a intervenção no fenómeno requer uma multiplicidade de entidades, das quais se destaca a PSP. Esta tem um papel essencial, devendo adotar medidas amplas que permitam resolver o problema, atuando na sua origem.
Schools are a privileged place where students develop intellectually and socially. Given the importance of its role, it is essential that the school is a safe place. However, this is not always the case, and there are numerous references to cases of bullying in the school context. The Public Security Police (PSP) is responsible, in consultation with other entities, to guarantee school security within its area of territorial competence, so has a relevant role in acting in the face of this phenomenon. In this way, as it is essential that the police officers assigned to the Safe School Program (SSP) know how to intervene effectively in situations of this nature, the present dissertation aims to understand the phenomenon of school bullying, define the behaviors adopted by bullies and to create a police actuation model. The research is divided into two basic parts, a theoretical part and a practical part. In the theoretical part, a thematic and conceptual framework on bullying in the school context is carried out and the role of PSP is discussed, in particular the teams of the SSP, in the face of the phenomenon. In the practical part, as it was decided to use the quantitative method and the qualitative method, an analysis is performed on data collected under the SSP and were applied interviews to police officers and psychologists. It was possible to conclude that school bullying is a phenomenon that cannot be reduced to a single typology and that there is a plurality of ways to practice it. Given the complexity of school bullying, intervention in the phenomenon requires a multiplicity of entities, out of which the PSP stands out. PSP has an essential role, and it must adopt broad measures that allow to solve the problem, acting at its origins.
