Abstract(s)
A partir de 2012, a Guarda Nacional Republicana passou a ter ao seu dispor a
capacidade forense de otimização e tratamento especializado de imagens de vídeo contidos
em sistemas videovigilância. Esta capacidade era até então maioritariamente prosseguida
pela Polícia Judiciária.
A extração e otimização de fotogramas na Guarda Nacional Republicana é feita na
Secção de Inspeções Judiciárias e Vestígios Especiais da Direção de Investigação
Criminal, que recebe solicitações de entidades internas à instituição, espalhadas por todo o
território nacional, com especial destaque para os Núcleos de Investigação Criminal,
Núcleos de Investigação Criminal em Acidentes de Viação e Secções de Inquérito, que são
quem mais trabalha com inquéritos onde estas diligências são necessárias.
No presente trabalho foi analisada a capacidade de resposta e desempenho dos
profissionais da Guarda no âmbito da recolha e tratamento da prova contida nos sistemas
de videovigilância. É para isso abordado as temáticas da formação e suporte técnico dos
militares, assim como a perceção dos magistrados relativamente à validação das imagens
que resultam dos processos.
A metodologia aplicada no percurso a investigação consistiu na análise e
comparação de dados recolhidos pelo inquérito por questionário e entrevistas em conjunto
com a literatura de referência selecionada.
Concluiu-se que era muito importante ministrar formação específica nesta área dado
esta ter ainda muitas lacunas. Seria fundamental também dotar os militares, pelo menos os
da Secção de Inspeções Judiciárias e Vestígios Especiais, com suporte técnico que permita
um trabalho mais eficaz e divulgar por toda a instituição a existência desta secção, assim
como uniformizar procedimentos no âmbito da extração e tratamento das imagens.
O ideal seria todos os órgãos de Investigação Criminal e Secções de inquérito
estarem munidos de ferramentas básicas e alguma formação que permitissem realizar a
visualização e a extração de forma mais célere, gerindo o tratamento da informação em
tempo oportuno.
Starting in 2012, the Republican National Guard started to have a capacity for optimization and treatment of video images contained in video surveillance systems. This capacity was hitherto largely pursued by the Judiciary Police. The extraction and optimization of frames in the National Guard is a section of Judicial Inspections and Special Requests of Criminal Investigation, which uses internal organizations to the institution, throughout the national territory, with special emphasis to the Nuclei of Criminal Investigation, Nuclei of Investigation Criminal in Road Accidents and Inquiry Sections, who are the ones who work with inquiries about these diligences. In the present work, the response and performance of Guardian professionals in the collection and treatment of the evidence contained in video surveillance systems was analyzed. This is addressed in the themes of training and technical support of the military, as well as the perception of magistrates regarding the validation of the images that result from the processes. The methodology applied in the course of the research consisted of the analysis and comparison of data collected by the questionnaire survey and interviews in conjunction with the selected reference literature. It was concluded that it was very important to provide specific training in this area as it did not exist. It would also be fundamental to provide the military, at least those of the Judicial Inspections and Special Requests Section, with technical support that would allow a more effective work and disseminate throughout the institution the existence of this section, as well as standardize procedures in the extraction and treatment of images. Ideally, all Criminal Investigation Bodies and Investigation Bureaus should be provided with basic tools and some training that would enable them to perform visualization and extraction more quickly, managing the treatment of information in a timely manner.
