- O apoio logístico nas missões internacionais da Guarda Nacional RepublicanaPublication . Malheiro, Luís Carlos RodriguesNos últimos anos, a GNR tem aumentado a participação em Missões Internacionais. Muitas dessas missões são integradas em diferentes organizações o que implica um planeamento diferenciado para cada missão. No planeamento logístico de projecçã o de subunidades este planeamento tem de ser cuidadosamente considerado, pois cada organização tem o seu próprio sistema de apoio logístico. O principal objectivo deste estudo é o de verificar a necessidade de implementação de um sistema de avaliação de desempenho logístico nas missões da GNR e está dividido em duas partes fundamentais: Parte I - Revisão de literatura sobre logística, Missões Internacionais, avaliação de desempenho e avaliação de desempenho logístico; Parte II -Trabalho de campo, baseado na análise de entrevistas e questionários. A principal conclusão deste estudo é que um sistema de avaliação de desempenho logístico é útil para a GNR, pois cria valor e aumenta a informação ao dispor Comandante. Recomenda-se a aplicação um sistema de avaliação de desempenho logístico, a uma futura missão, para observação directa das potencialidades da ferramenta.
- Gender approach in the gendarmeries: the Guarda Nacional RepublicanaPublication . Malheiro, Luís Carlos Rodrigues; Bessa, Fernando José da Conceição; Saraiva, Luís Eduardo MarquêsThis thesis delves into an inquiry: which aspects are crucial in promoting gender equality within the Guarda Nacional Republicana (GNR)? The study employs qualitative approaches with some quantitative components - for thoroughness's sake - conducting semi formal interviews with influential figures in both the GNR and the European Gendarmerie Force (EGF) and surveys given to Military Academy cadets. The thesis is organized into five articles presenting central theme viewpoints. One article focuses on how the Women, Peace, and Security (WPS) agenda is implemented within the EGF, showcasing advancements and obstacles in advancing gender equality. Another article delves into gender perspectives among cadets at the Portuguese Military Academy, contrasting the views of Gendarmerie and Army cadets and revealing women's challenges in positions. The third article explores programs to improve fairness and inclusivity in schools and academies in the EU by highlighting the significance of working together and changing gender policies. The article comprehensively reviews existing literature on gender discrimination in machine learning, specifically in the safety field, and how these biases impact gender parity. It also calls for algorithms that consider gender differences. The fifth article explores how equal gender representation can enhance the effectiveness of GNR operations and benefit society and organizations. The study findings suggest that promoting gender equality in the GNR is dependent upon factors such as dedicated leadership and the implementation of comprehensive institutional policies with active enforcement measures in place to address biases effectively through targeted training programs while making operational adjustments to ensure fair role assignments based solely meritocratically and employing efficient monitoring and evaluation processes, for tracking progress and refining strategies as needed.
