Abstract(s)
No presente, o Regime Jurídico das Associações Humanitárias de Bombeiros bem como o Regime Jurídico dos Corpos de Bombeiros, prevêem a constituição de Agrupamentos de Corpos de Bombeiros, na perspetiva da promoção da gestão comum das suas atividades de socorro. Até ao momento atual constata-se a existência, ainda em fase embrionária, de dois Agrupamentos sitos nos municípios de Espinho e Mafra.
Pretende-se com este trabalho analisar a realidade atual e os possíveis contributos para a constituição de Agrupamentos de Corpos de Bombeiros Associativos e Municipais, com vista a uma melhor gestão organizada, abrangente e eficaz, no ciclo da emergência.
Assim, neste sentido e na base de cenários identificáveis, foram construídas um conjunto de questões cujas respostas nos permitem aferir da capacidade operacional e logística dos corpos de bombeiros, isoladamente ou constituídos em Agrupamentos. Identificaram-se áreas de estudo comparativo nos concelhos de Cascais, Mafra e Santarém. Procedeu-se a análise de realidades europeias, nomeadamente em Espanha e França. O método Indutivo e Dedutivo foi a metodologia de investigação utilizada.
Como conclusão verifica-se que as variáveis “população”, “tempo de resposta” e “custo (€) de operação”, associadas ao planeamento do “risco municipal”, deverão constituir as variáveis de decisão conducentes a uma tipificação dos corpos de bombeiros por forma a rentabilizar as estruturas de socorro dentro de cada município e ao nível supra municipal.
No futuro, dado que o estado da arte legislativa e da gestão operacional atual não dinamiza, nem incentiva, a constituição de agrupamentos conclui-se, ser necessária, a reformulação da tipificação dos corpos de bombeiros bem como da gestão operacional ao nível de Regiões e Comunidades Intermunicipais.
Nowadays, the Legal Framework of Firefighters Humanitarian Associations and Firemen Brigades, foresee the establishment of Fire Brigades clusters, to promote the common management of its relief activities. Until the present time there is, at an embryonic stage, two clusters located in the municipality of Espinho and Mafra. The aim of this work is to analyse the current reality and possible contributions to the formation of Associative and Municipal Fire Brigades clusters, in order to develop a better organized, comprehensive and effective, emergency cycle management. So, in this sense and based on credible scenarios were constructed a set of questions whose answers allow us to assess the operational and logistical capacity of Fire Brigades individually or clustered. We identified areas of comparative study in the municipalities of Cascais, Mafra and Santarém. We also analysed the European realities, particularly in Spain and France. The inductive and deductive method was the research methodology used. In conclusion, it appears that the variable "population", "response time" and "cost (€) of operation", associated with "municipal risk" planning should be the decision variables leading to a classification of fire brigades, in order to capitalize the relief structures within each municipality and the municipal level above. In the future, given that the current legislative state of art and operational management not streamlines, or encourages the formation of clusters, is concluded that it is necessary the fire brigades classification reformulation, as well as the operational management at the regions and intermunicipal communities levels.
