Abstract(s)
A Polícia de Segurança Pública (PSP), enquanto instituição secular, vivenciou vários
desafios que testaram e creditaram a sua capacidade na proteção de Portugal e dos seus
cidadãos. Sendo uma instituição que visa garantir a manutenção e garantia da paz social
e da segurança, verifica-se que com a extinção do Serviço de Estrangeiros e Fronteiras
(SEF), e consequente novas competências e atribuições, levará a que esta desempenhe
funções em áreas de extrema importância estratégica e securitária para Portugal: controlo
de fronteiras e imigração. Deste modo, pretendeu-se com a realização deste trabalho,
tentar perceber os desafios e oportunidades da PSP no reajustado sistema de segurança
interna. Para tal, realizou-se um estudo empírico com índole qualitativa, onde se procurou
através da realização de entrevistas, entender hoje a realidade com que a PSP se depara,
a forma como está posicionada para fazer face a estes desafios, quais as dificuldades e
entraves que os Polícias identificam ou sentiram na realização do seu trabalho, bem como
as perspetivas para o futuro da PSP. Com os resultados obtidos neste estudo, chegou-se à
conclusão de que o controlo de fronteiras e da imigração em Portugal é uma área crucial
numa vertente securitária e social, sendo necessário resolver todas as dificuldades
identificadas, de uma forma séria, responsável e eficaz com a maior celeridade possível.
Tendo em consideração este estudo, é essencial proteger os imigrantes e garantir a
contínua observância, por parte de Portugal, enquanto Nação soberana, dos valores
humanistas e democráticos que nortearam a sua atuação nos últimos 50 anos, após o 25
de abril.
The Public Security Police (PSP), as a secular institution, has experienced various challenges that have tested and credited its ability to protect Portugal and its citizens. As an institution that aims to maintain and guarantee social peace and security, the abolition of the Aliens and Borders Service (SEF) and its consequent new powers and duties will mean that the PSP will have to fulfil functions in areas of extreme strategic and security importance for Portugal: border control and immigration. The aim of this study was therefore to try to understand the challenges and opportunities facing the PSP in the readjusted internal security system. To this end, an empirical study of a qualitative nature was carried out, in which we sought, through interviews, to understand the reality facing the PSP today, how it is positioned to face these challenges, what difficulties and obstacles the police officers identify or have experienced in carrying out their work, as well as the outlook for the future of the PSP. The results of this study have led to the conclusion that border and immigration control in Portugal is a crucial area from a security and social point of view, and that all the difficulties identified need to be resolved in a serious, responsible and effective manner as quickly as possible. Taking this study into account, it is essential to protect immigrants and ensure that Portugal, as a sovereign nation, continues to observe the humanist and democratic values that have guided its actions over the last 50 years since the 25th of April.
