Abstract(s)
A Polícia Nacional de Angola é uma organização que representa o Estado,
tem como tarefa principal e tradicional de garantir a ordem e segurança pública
traduzindo-se em paz social.
É notório vários problemas de índoles criminais e não só na cidade de
Luanda, para além destes e algum sentimento de insegurança também
provocado pela excessiva e agressiva atuação policial, que não é só dirigida a
criminosos mais na generalidade dos cidadãos, imprime nesta população um
reforço da sua falta de confiança acabando por não criar laços de colaboração.
Tais situações criaram uma fratura entre a polícia e as populações, provocando
conflitos e urge a necessidade de se evitar e corrigir este quadro.
A presente dissertação tem em vista analisar qual é o sentimento das
populações perante o desempenho da PNA, qual é a sua perceção de
segurança, a imagem passada pela polícia, a sua aceitação, analisar nesta
corporação aspetos organizacionais, níveis de preparação técnico-científico,
condições sociais entre outros que podem estar na base da má atuação
constituindo fatores limitadores da construção de uma polícia de proximidade.
A mesma vem propor melhorias com um novo modelo de policiamento
que permite o resgate da imagem e autoridade da polícia e sobretudo aumentar
a colaboração entre as partes para baixar os níveis da criminalidade, melhorar a
perceção da segurança pública nas suas localidades. Uma vez que a segurança
deve ser olhada como uma questão prioritária para todos e principalmente para
as comunidades mais vulneráveis na sociedade.
Assim sendo, julgamos que a implementação do modelo de policiamento
comunitário como ferramenta estratégica para a criação de uma polícia mais
próxima a atuar em parceria com as comunidades seria a escolha mais certa,
daí que se torna necessário observar as boas práticas já implementadas em
outras organizações policiais por muitos países que envolva toda corporação
policial e uma ampla estratégia na cidade, com a pareceria entre as pessoas e a
polícia local.

Such situations created a fracture between the police and the populations, causing conflicts and there is an urgent need to avoid and correct this situation. The present dissertation aims to analyze how the populations feel about the performance of the PNA, what is their perception of security, the image passed on by the police, their acceptance, analyze organizational aspects in this corporation, levels of technical-scientific preparation, social conditions, among others, that may be at the base of bad performance, constituting limiting factors in the construction of a proximity police. The same comes to propose improvements with a new model of policing that allows the rescue of the image and authority of the police and above all to increase the collaboration between the parties to lower the levels of crime, improve the perception of public security in their localities. Since security must be seen as a priority issue for everyone and especially for the most vulnerable communities in society. Therefore, we believe that the implementation of the community policing model as a strategic tool for the creation of a police closer to work in partnership with the communities would be the right choice, hence it is necessary to observe the good practices already implemented in other organizations. police across many countries that involves the entire police force and a citywide strategy, with the partnership between the people and the local police.
