Esta investigação pretende determinar de que forma a Marinha Portuguesa (MP), na sua condição de agente de proteção civil (PC), poderá contribuir para a capacidade de resposta nacional, perante ações com recurso a materiais Nuclear, Radiológica, Biológica e Química (NRBQ), constatando-se as suas competências através de diretivas e legislação em vigor. Pretende-se, também, verificar o desenvolvimento nos últimos anos, ao nível de formação, treino, material e pessoal, identificando quais as capacidades que a MP possui atualmente para apoiar a PC, no que diz respeito aos incidentes NRBQ, com o objetivo de propor contributos para a melhoria da capacidade de defesa NRBQ.
A metodologia deste trabalho segue um raciocínio dedutivo, uma estratégia de investigação qualitativa e um desenho de pesquisa estudo de caso.
Neste estudo, verifica-se que existe um quadro legislativo e normativo para que as Forças Armadas colaborem em ações de PC, devendo estar dotadas de capacidades referentes à resposta a incidentes NRBQ. Verifica-se que a MP tem falta de material, formação e treino, dificultando o apoio à PC, sendo necessário reequacionar o nível de ambição para a reativação desta capacidade.
Por fim, concluiu-se também ser pertinente e essencial promover uma restruturação desta capacidade apresentando alguns contributos a serem considerados. Abstract: This research aims at determining how the Portuguese Navy-(PON), as a Civil-Protection-(CP) agent, might contribute to the national response capability, in the context of actions using Chemical, Biological, Radiological, and Nuclear-(CBRN) materials. Its competences are set through directives and legislation in force. We also intend to examine the development in recent years, in terms of training, instruction, material and personnel, identifying which capabilities the PON currently has to support the CP, as far as CBRN-incidents are concerned, with the purpose of presenting contributions for the improvement of the CBRN-defence capability.
The methodology underlying this work follows a deductive reasoning, a qualitative research strategy, and a case study research design.
In this study, we confirmed the existence of a legislative and normative framework for the Armed Forces to collaborate in CP actions. In this context, they must be equipped with capabilities related to the response to CBRN incidents. However, the PON lacks the necessary material, instruction, and training, making it difficult to provide support to CP. For that reason, it is necessary to re-evaluate the level of ambition to reactivate this capability.
Finally, we also concluded that it is both relevant and essential to promote a restructuring of this capability, putting forward some contributions to be considered.
