Abstract(s)
Vivemos num mundo de forte concorrência globalizada e recursos escassos. A
crescente democratização no acesso à informação torna cada cidadão um auditor preocupado
com o destino dado aos impostos que suporta. O Estado, no cumprimento da sua missão,
objetiva a otimização de recursos, adotando uma atitude de constante procura pela economia,
eficácia e eficiência dos seus processos de trabalho.
Este trabalho tem por objetivo a otimização da cadeia de abastecimento da área da
alimentação, no que se refere à utilização de recursos e segurança dos trabalhadores,
focando-se na atividade desenvolvida nos armazéns de géneros alimentares do organismo
abastecedor da Marinha Portuguesa.
Com recurso à análise dos layouts dos armazéns, literatura referente à eficiência dos
fluxos de movimentação dos géneros e de segurança nos pontos críticos, propõe-se uma
disposição otimizada dos bens nas infraestruturas de armazenagem, com base na taxa de
movimentação dos artigos, assim como um conjunto de medidas de segurança que objetivam
mitigar vulnerabilidades identificadas. Desta forma, com base em metodologia científica, o
presente trabalho propõe um conjunto de medidas no âmbito prático que permitem melhorar
a eficiência e segurança da atividade desenvolvida.
Para aferir a aplicabilidade, utilidade e eficiência do modelo proposto, realizou-se a
análise de eficiência do mesmo e um conjunto de entrevistas a peritos. Por um lado, a análise
de eficiência possibilita a identificação e quantificação da melhoria prevista com a
implementação do modelo proposto. Por outro lado, as entrevistas realizadas a peritos
permitiram avaliar as soluções propostas, tendo confirmado a sua relevância e utilidade,
existindo intenção do comando do organismo estudado em realizar a efetiva implementação
do modelo proposto.
We live in a world of strong globalized competition, where organizations strive to spend the least resources in their activities to gain advantage. The crescent democratization of information makes every citizen worried about the destination given to the taxes it supports. In the fulfillement of his mission, the State seeks to optimize the resources that has, adopting an attitude of constant demand of economy and efficiency of its work processes. This study has the objective of optimizing the food supply chain, with regard to the use of resources and the safety or workers, focusing in the activity developed in the food warehouse of the food supply organization in the Portuguese Navy. By analysing the warehouse layouts, literature regarding the efficiency of warehouse flows and safety at critical points, an optimized disposition of goods in the storage infrastructures is proposed, based on the handling rate of articles, as well as a set of safety measures that seek to mitigate vulnerabilities identified. As such, the present study, based on scientific methodology, proposes a set of practical measures that improve efficiency and safety of warehouse activities. To assess the applicability, utility and efficiency of the proposed model, an efficiency analysis and a set of interviews with experts were carried out. In one hand, the efficiency analysis made it possible to identify and quantify the improvement that is obtainable with the implementation of the proposed model. On the other hand, the interviews with experts allowed to evaluate the proposed solutions, having confirmed its relevance and utility, with the intention of the command of the studied organism to carry out the effective implementation of the proposed model.
