Toda e qualquer abordagem a temas referentes às Forças de Operações Especiais é, regra geral, complexa, pela classificação de segurança que envolve as atividades destes grupos. O estudo sobre os processos de recrutamento das mesmas não é exceção. Ao analisar a temática deparamo-nos com diversos outros assuntos interligados com o recrutamento, tais como a retenção e gestão de pessoal, os custos relacionados com a formação, bem como a experiência e o conhecimento que se perdem quando os operacionais saem do ativo, questão que se interliga com outro problema: qual o investimento e tempo necessários para a sua substituição.
Estando o universo de recrutamento para o Destacamento de Ações Especiais restringido ao Corpo de Fuzileiros, num contexto de restrições financeiras e de uma reconhecida dificuldade em atrair e reter pessoal para servir Marinha Portuguesa, é possível vislumbrar, a longo prazo, o surgimento de limitações de prontidão e capacidade de resposta do DAE.
O propósito do presente estudo passa por, numa primeira fase, compreender mais aprofundadamente quais as dificuldades com que o DAE se depara ao nível do recrutamento e perspetivar o impacto que tal pode ter no desempenho da Unidade, para posteriormente identificar e avaliar e soluções que suprimam ou que mitiguem as supracitadas dificuldades.
O estudo começa por uma análise geral à Marinha, quanto aos recursos humanos, especificando, depois, a realidade do DAE, perspetivando quais os recursos com que se pode contar para uma eventual reformulação do processo de recrutamento.
Quanto à formulação de soluções, foi efetuada uma análise quantitativa interna e realizado um inquérito a elementos de forças de operações especiais estrangeiras com o propósito gerar modelos viáveis e aplicáveis.
Every study related with any kind of Special Forces mater will always be complex because of its classified stuff. When the subject it´s the recruitment it´s no different. Analyzing this thematic we notice with several other subjects that are related with recruitment, such as personnel retention and management, process coasts as well as the knowledge and experience that will be lost when these elements leave the organization, which leads us to another problem, that is the time that will take to substitute them. As the DAE recruitment universe is restricted to the Marine Corps, alongside with financial restrictions and difficulties to attract and maintain personnel in the whole navy, this may, in long term, compromise DAE´s readiness capacity. The goal of this study is to, firstly, better understand the difficulties that DAE has with recruitment and demonstrate the impact that may have in the performance of its mission, to then start analyzing e presenting alternative proposals that can promote solutions. This study begins with a general analysis to the whole navy, specifically to its human resources, to have that reality as a starting point to posteriorly, analyze DAE´s human resources capacity and, consequently, what can be used for an eventual reformulation of its recruitment process. When it comes down to the presentation of solutions, it´s was made an inquiry to some elements of foreign special forces with the purpose of having a better understand of their reality and what examples are feasible for applying in our navy, considering the some previous restrictions mentioned before.
