Abstract(s)
O investimento representa a variável de maior importância na sustentação e, acima de
tudo, no sentido e alcance da evolução desejada e prospectivada das organizações. Implica por
isso escolhas, hierarquização e prioritização segundo critérios rigorosos e bem definidos.
O objecto da investigação diz exactamente respeito aos modelos e técnicas científicas
de análise do investimento público na área militar, inerentes impactos ou criação de valor,
incluindo a avaliação do potencial de cumprimento da missão bem como a correspondente
influência nos agregados macro-económicos e geração de valor para a economia do país,
procurando que constitua trabalho de investigação inovador e de utilidade para as Forças
Armadas, integrando recomendações inéditas em termos da gestão pública.
O modelo de investigação preconizado na Norma de Execução Permanente (NEP) nº
DE 218, de 27 de Julho de 2007 em vigor no Instituto de Estudos Superiores Militares (IESM)
enquadrou todas as estapas do método científico de pesquisa, desde a formulação da questão
central até à elaboração de conclusões e recomendações.
Depois de, inicialmente, definir o conceito de investimento e, concretamente, o de
investimento público militar com identificação das inerentes especificidades foram,
seguidamente, e tendo presente o princípio da legalidade, enunciadas as normas que regulam
os critérios de avaliação do investimento público.
Posteriormente, foram analisados os critérios científicos objecto de estudo nas
Universidades Portuguesas e comummente utilizados no âmbito de projectos de investimento,
especialmente o Valor Actualizado Líquido (VAL) e correspondente adaptação à óptica da
gestão pública.
Com a análise e introdução no âmbito da gestão pública dos conceitos de goodwill, de
valor patrimonial militar, valor militar e valor militar padrão, procurou-se correlacionar
contabilisticamente o investimento e a capacidade ou valor militar para produzir o bem
público defesa militar.
Depois de concluírmos sobre quais os critérios e as bases científicas de modelos de
análise e avaliação dos projectos de investimento e dos respectivos impactos nas organizações
e na economia, foram finalmente, objecto de formalização as conclusões da investigação e as
inerentes recomendações que têm um inequívoco sentido da modernidade, rigor e
transparência da gestão pública, das quais, porque têm especial impacto na cultura e métodos
de gestão, relevam as relativas à implementação de modelos de análise do investimento
público militar e aos inovadores conceitos no âmbito da apresentação do activo imobilizado
por capacidades e da noção de Fundo Patrimonial. Abstract: The investment represents the major variable in order to sustain and, above all,
prospective the organizations mainly the armed forces. So, the decisions in this matter must be
very rigorous, prioritized and under well defined criteria and obeying to scientific methods of
choice.
One general criteria is related to merit of the decision which being a diffuse criteria
needs necessary definition of contents. In terms of the concepts of management and related to
the specific case of public management, the investment analysis criteria, as defined in the
legal rules are submitted to legal terms of the public expenditures. The models analysis are
often based in ethereal and not dense concepts or not achieving objective levels in scientific
bases that allow the inherent fundamentals of the merit and confirm the impacts and the
positive externalities of the concrete projects.
So, the object of the present investigation is precisely the models and scientific
methods and technics related to the military public investment on the phases ex ante or ex post
to the decision measuring the impacts on the value including the potential of achievement the
mission and the aggregated macroeconomics variables.
Although in the planning phase of the present individual investigation the
identification of the relevant issues were due to interaction with exploratory lectures in order
to define the object and objectives which can give innovated answers and can be useful to the
armed forces and in general to the public management.
Subsequently, we started by defining the concept of investment and mainly the
military investment by identifying the inherent specifications, followed by, according to the
legal principles, the rules related to the criterias, the public investment must obey.
Afterwards we analyse the scientific criterias object of study in the Portuguese
universities and generally used in investment projects mainly the Net Present Value (NPV)
and the correspondent adaptation to the public management sphere.
With the analysis and introduction in the lexicon of the public management of the
concepts of good will and military patrimony standard, the object was to connect, in terms of
account (patrimony), the investment and the capability or military value to produce the public
good – military defence.
Finally, after concluding about the criterias and the scientific bases of the analysis and
evaluation models of investment projects and the inherent organizations and economy
impacts, at last, were formalized the conclusions and the connected recommendations which
has a clear way to the modernity, rigour and transparency in the public management.
